The only thing in this paperwork that is enforceable is the right to have your pet in an apartment or house without paying extra fees. No restaurant or any other business for that matter, has to legally allow you to enter with your Emotional Support paperwork. It's pretty much, left up to luck and the ability to convince the business that they have to accommodate you, which they do not.
