I am a US citizen living overseas with no valid state ID cards. I rent and my landlord pays all utilities so I cannot produce a bill with my name and address on it. I am retired so I have no W2 or pay slip information. My financial statement with my exact address information PLUS my building number was rejected. While we do have 6-digit zip codes, but even the government does not use them on ID cards.
I don't know why you cannot accept a local driver's license or national ID cards. I had to wind up using my local pilot's license. Otherwise, I am not sure that I could have been verified. Yes, you must be strict to protect security, but you need to provide more options for us living overseas. I dont have this problem when interacting with the IRS, FBAR, or Social Security Administration online.
You have my facial photo on ID cards, why can't you use facial recognition software during the Video interview to verify who I am? The whole process was very stressful and time consuming.
I am a veteran that Apple Store employees and policy says they'll give us a 10% discount. Well, when you go to their site online which is mandatory nowadays, it does not even recognize me as a veteran when I fill in all the information on their ID.me site, I tried five or six times and spent multiple phone calls trying to straighten things out. Was a closed door session and waste of my time.

Being an older person I was a little apprehensive about the video call. But my agent Mr. Louis answered the call within minutes of the appointment time. He verified some information, verified the physical identification that I had, and that was it. Wham bam in and out no problem. An awesome way to verify your identity.
