As a buyer, i am most of the time limited by the gateway "Imposed" by the sellers. Unfortunately (for me at least) most sellers are exclusively on paypal - mot only ebay, but many more. Even though they declare that they accept card, but that too passes through Paypal gateway.
Paypal has some major issues with its operation, at least in India, which, may or may not be due to regulatory framework put by the Central regulator. I won't criticise the regulator, because with the frauds taking place (and the gullible people here) it is working for the best interest (the mandatory two factor authentication).
Though I say mandatory - but often the international companies (e.g. Amazon, or those through googlepay, microsoft pay) have managed with single factor only. How, I don't know, and isn't important.
Paypal too works (worked) with single factor - but interestingly every six months - the transaction comes to halt. The banks (card issuing) do not honor its request and buyers like me get out of ebay and purchase the items from amazon or elsewhere. And this is going on for last 3 years or so, every September-October and Feb-march.
I had a discussion with the Bank - and they told that there had been some security compromises complaint from the users - for paypal (card details hacked) - which may or may not be true, but the complaint is thus.
That anyway, could happen to any business, and they are supposed to act, to save their business.
But does paypal do it?
No - I have passed on the complaint, and along with the information I recieved from bank, but the result? The "Cut and Paste" of FAQ, and afterwards - the last three of four communications don't even have "Received, thank you, we are working on the issue" - just the silence of the grave - their? Or Our?
I wonder how could a business work without any consideration of customer, and their trouble?
The same regulatory framework is being handled with other multinational gateways (mentioned above) - but paypal seems to be least concerned - even to try something.
To be frank, a year back they did try the two factor authentication - but their software developers were probably Up to their required level of expertise - and the system was in infinite loop - without existing (even Amazon.in has introduced the two factor, amazon.com is still on single factor).
Any one has weak points - but are they willing to learn and correct?
As far as paypal is concerned - no.
I just wish my suppliers go out of the paypal, or at least have another optional gateway. After all, they are losing their business - more than paypal.
Back in August, I used my PayPal business account to send money to a friend. Because it was a personal transaction, I very carefully specified that the money come from my Wells Fargo card instead of the balance of my PayPal account. But PayPal wiped out my balance anyway, only taking the remainder from my personal card instead of the full amount. I spent HOURS in chat and on the phone complaining and trying to get a resolution. They couldn't put the money back but assured me it was a technical glitch that had been fixed. They said it would not happen again. Yesterday, I sent more money to the same friend. Same result. My PayPal account is what I use to pay business expenses. To have it used for a personal transaction not only screws up my records, it takes away the money I need for my business. They want me to jump through all the same hoops they put me through last time. Not happening. Fool me once... etc.
PayPay makes it easy for themselves to be the third party between you and your bank, masking themselves as being more secure for their customers and offering reassurance on their purchases. This is a crock of BS because they only thing PayPal does is make it easier for themselves to screw you over.
Sure, it's easy to buy with PayPal but it's impossible to get any resolve with disputes - they really do not care at all!
Stick with your bank - they'll go after a shoddy vendor for you - Pay Pal will not!
I unknowingly purchased from a scammer also. Paypal wasn't able to get any communication from the seller, the same results for myself. They gave the seller a certain date to contact them, and when they didn't, they refunded my money. Thanks so much Paypal! You saved me! Be careful out there! Although I usually am very careful, but they got me. Thank goodness Paypal is here to help us!
Purchased unknowingly from a scammer company (kosechili) that sent an item that looked nothing like what I ordered and wasn't even finished being sewn up. Site refused to refund me and I filed a claim with "buyer protection." PayPal denied my claim because the company sent them a tracking number showing that I received a package from them. PayPal doesn't care if they send you an empty box, as long as there's proof you received something... not their problem. PayPal doesn't care about it's customers and buyer protection is more like seller protection!
PayPal is deliberately stealing money when doing international money transfers. They admitted doing this mistake on my last 4 transactions, but won't respond to give me the refund. Here is my email to the with the details:
This is my last transaction. Based on your conversion rate (1 TWD = 0.0307 USD), you should have charged me NT$17,652 TWD. Instead you charged me NT$18,714 TWD. Why is this? I've sent 4 email on this and have had no answers from PayPal.

Some of the paypal limits are extremely unfair to those targeted. It is time PayPal came forth to address this issue.
Do not trust PayPal to keep your money safe. I had a subtenant request to pay me one month's rent via PayPal. He paid, I took the money out, and all was good. SIX months later, this subtenant contested that same payment saying they didn't recognize the charge, and PayPal sided with them despite my proof of a rental contract. I'm sure my subtenant was very aware of this loophole which is why he chose to use PayPal. It is a scammer's paradise given PayPal's lack of proper protocol for protecting honest buyers and sellers. Let my $1,600 lesson be a warning.
PayPal Is holding MY money for a 21 day MINIMUM when the customer and I confirm satisfaction with the product/service. They hold money to collect their own interest. PayPal has impossible customer service. Hours waiting on the phone to be transferred to a manager which is a ringing unanswered phone. You have options. Choose another option if you would like to access your money.
Paypal offers no protection. I made a purchase at KMcale.com using Paypal on Sept 5,2019 and expecting to be protected. Within one hour of transaction, I notified Paypal that I had discovered this was a scam website and to cancel the transaction. Paypal closed the dispute in favor of the merchant and I was given a USPS tracking number. When package showed as delivered on September 17,2019 but I had not received it, I contacted USPS. I was informed that USPS would have never accepted my 81 lb. package since they have a 70 lb limitation. Additionally the USPS tracking number had another address and was for a 1 oz. Package (Probably a postcard or letter). Paypal will not reopen the dispute because I tried to be proactive. Do not accept Paypal as protection. Find another method.

I bought some items from keypink who is a rip off too. Thought I would be protected using paypal for purchases. I first contacted someone from keypink about my purchase and how i was very dissatisfied with there product and wanted to return it. They sent me an address finally after 6 or 7 emails back and forth. I returned the items and paid for shipping. Never heard another thing. So I contacted paypal and sent them the emails from the company with the address they provided and pictures of items. I felt like I was talking to keypink. They said I needed to return the item before they could do anything for me. I sent all emails from Keypink to paypal and they didnt acknowledge I already sent them back. So I was out my original purchase and shipping and merchandise. I guess thats what you get when you think you are protected. DON'T USE PAY PAL unless you dont care about what you buy you will not be protected from purchases
My wife bought something online from what looked like the original site but was a scam to look like the real website. She did not receive her package after about a month. She filed a dispute. PayPal shows tracking number and package was delivered but it doesn't show actual address just city and area code. She was told to contact UPS, which she did and they told her it was delivered to our city and area code but wrong address and completely different person, miles away! She gave the info she got from UPS in a digital attachment sent by UPS and PayPal still closed her case even with the proof that package was sent to completely different address and person. Customer service was terrible, no remorse and absolutely zero help. They just want to close the claim so they don't have 1. Do their job and actually look into it 2. Reimburse people that use their services for that reason alone!

Held a payment which resulted in my account going into a negative balance. Because of the negative balance, I couldn't refund a buyer who had opened a dispute but I couldn't add money either because of the open dispute against my account. A shocking website with clear issues which results in terrible user experience.
I love using paypal for shopping and accept payment on my website, reliable and quick.
Using the app on my phone i can easily monitor the incoming and payment and cost i did.
I've been a member of PayPal since 2013 I have it set up in both their app and their website that if there's any issues in payment or information or anything else that I'm supposed to be notified by email and by text. I've had a payment held by them for two and a half weeks with no notification from them as to what the issue is. Uncontacted their customer support they told me if I resubmitted new documentation once again that I would get within one day it's been 2 days now if I send an email to them I get a generic response that has no bearing on the situation.
I bought a domain name and website building plan from cabanava.com and they failed to deliver my package.
I made a claim to paypal telling them my domain name was not delivered and paypal rejected my claim based on:
"We have reviewed this transaction(s) and are denying your claim(s). This decision was made because if an item is materially similar to the seller's description, we do not consider it to be significantly not as described"
So the undelivered domain name was classed as " we do not consider it to be significantly not as described"
A very strange reaon to deny my laim even though I bought someting that was not delivered. Is paypal worth using when they do not help to refund?
E-bay seller sold stolen goods, I returned item to seller to get full refund. Seller now has the item and Paypal says refund has not been made. Seller says otherwise. At this point Paypal says there is nothing they can do. E-bay says the same thing. I am out $149.99, seller has the item listed for sale again.

What is the point of notifying PayPal about unauthorized activities if they are unwilling to reverse the charge. This has happened to me twice now. Once, an online game charged for an upgrade. I still have no explanation of what I supposedly purchased nor did I get the funds reversed. Most recently I was charged by Uber for the "Uber Pass". Uber has no mechanism to contact them to resolve so I attempted to do it through PayPal. They informed my that through their investigation and my purchase history, I did purchase the Pass. How is this possible when I have never bought the Uber Pass before and I'm notifying them that I did not want it now. Thanks for nothing PayPal.

I bought an item that was totally wrong, advertised as "handmade, hand quilted, made of brushed Kona cotton", picture was beautiful with wonderful quilting and vibrant colors and I was buying from a company from Texas. I received an item from Texas, not handmade, not hand quilted, not vibrant colors, not brushed cotton and it was just a picture printed on cheap polyester/nylon fabric. Hideous. I paid $99.90. Company first offered to refund $30, nope, still way too expensive for a cheap quilt that I wouldn't even use for my pets. Then said if I return the "quilt" to China at my expense they would refund the money. Cost to return? $70. Paypal agreed with this company, denied my claim and I'm sitting here with something I would feel cheated if I paid $10. Paypal is not the company it once was. Use your credit card as that company will have your back. Looking to see what a better option is than Paypal. 20 year customer and I'm done. I do not think anyone actually reads our messages to Paypal.

Answer: USPS delievered it to the wrong address my pacakge was supposed to be delievered too 35710 Bay Morgan Ln, Fallbrook, CA 92028 when USPS delivered it to an address simillar to this one 12354 Alcatal Street (do not know the exact address since they did not email me, but you can call USPS and ask, and that is how I found out) Fallbrook, CA 92028, right city and zip code, far away address.
