Review Title: PREDATORY INSTITUTIONAL FRAUD: PayPal Betrayed My 7-Year Loyalty and Hijacked My Personal Funds After I Spent Hundreds of Thousands of Dollars on Their Platform!
While every person ultimately decides what they choose to do with their own finances, I am sharing my direct, harrowing experience to warn this community about the reality of dealing with PayPal, Inc. Do not trust this company with a single penny of your money. Based on my real-world interaction, this platform is a thoroughly dishonest and untrustworthy organization that operates a calculating, predatory bait-and-switch scheme designed to intercept private consumer capital, bleed accounts with unearned commercial fees, and unlawfully convert assets. They operate on pure corporate arrogance, completely disregarding user loyalty, identity theft protections, and federal banking laws.
To be absolutely clear: I am NO LONGER a PayPal user. I genuinely used to like this platform, which is the exact reason I kept my account active for over seven (7) consecutive years, processing hundreds of thousands of dollars in purchases through their ecosystem. I directly contributed to PayPal's corporate success for nearly a decade. To experience this shocking corporate misconduct and be victim-blamed after showing that level of loyalty is a complete betrayal. I will never, ever use PayPal again under any circumstances. This public warning is written strictly to share my experience, expose their dishonest practices, reclaim my stolen personal property, and permanently sever all ties. [1]
1. The Premeditated Gateway Lie Exposed
Just one week prior to this financial disaster, I contacted PayPal support to verify my status, and their representative gave me absolute verbal assurances that my 7-year-old account was in perfect, unrestricted standing. Shortly thereafter, an isolated manual PayPal back-office team abruptly stepped in, completely ignored my extensive clean transaction history, and unilaterally locked my profile. They issued an official written notice stating that core transactional features—specifically the ability to "Receive money"—were restricted and unavailable.
This is where PayPal exposed themselves as absolute liars. If a financial platform explicitly states an account can no longer receive activity, standard electronic banking protocols mandate that the inbound gateway must automatically block and bounce any incoming transfer back to the sender at no cost. If PayPal had actually enforced the restriction they claimed was active, the transaction would have failed at the gate. The online seller—whom I had spent two intense days communicating with, forcing her to return my money under a formal notice of legal action for failing to fulfill an order from January—would have used an alternative network like Zelle to instantly return my money directly to my bank.
Instead, PayPal ran a deceptive, self-enriching trap. On July 28,2026, when the merchant processed the $997.00 refund of my personal funds (Transaction ID: 1VH*******EV*******E), PayPal deliberately left the gate open. They actively intercepted my hard-fought personal funds, instantly skimmed a $29.00 commercial processing fee off a transaction they officially claimed I couldn't receive, and then instantly slammed a 180-day freeze on the remaining $968.00 balance. This is a thoroughly corrupt business practice: lying to a consumer that an account cannot receive money, yet quietly pocketing a fee from an incoming transfer before trapping the underlying asset away from its owner.
2. Fabricated Accusations and Punishing a Victim of Identity Theft
To justify this illegal hijacking of my personal funds, PayPal hit my account with a completely fabricated claim alleging that my profile is "linked to another account." This is a deceptive corporate lie. I am a documented victim of identity theft. If another profile exists with my information, it is a completely fraudulent, unauthorized account created by criminals without my knowledge or consent.
Instead of protecting a victim of identity theft, PayPal's back-office team weaponized it to freeze my legitimate, independent, 7-year-old profile. Furthermore, this money is an undisputed return of consumer capital from an original purchase executed back in January 2026. The dashboard explicitly logs the order status as "Returned." Because the original transaction settled over half a year ago, the risk window for buyer chargebacks or merchant fraud has completely closed. PayPal has zero algorithmic or risk-based justification to hold this balance.
By operating this predatory fee-extraction trap, PayPal is in direct violation of multiple statutes:
12 U.S. C. § 5536(a)(1)(B) [CFPA Unfair & Deceptive Acts]: Engaging in an asymmetrical operational framework designed to extract fees while stripping the consumer of the underlying service [CFPB].
15 U.S. C. § 1681g / FCRA & Facta Guidelines: Failing to properly investigate identity theft flags and penalizing the actual consumer for fraudulent third-party data [CFPB].
15 U.S. C. § 1693h [Electronic Fund Transfer Act]: Strict financial institution liability for failing to execute and make timely consumer electronic fund transfers [CFPB].
Massachusetts G. L. c. 93A: Executing unfair, deceptive, and predatory trade practices against a resident of the Commonwealth [CFPB].
3. Back-Office Misconduct and Corporate Arrogance
When I escalated this matter over the phone, the abuse became explicit. I spoke to a PayPal supervisor and repeatedly demanded a lawful justification or physical proof to back up this false "linked account" accusation. The supervisor explicitly admitted on a recorded line that frontline staff has no proof, stating the decision was made by an insulated, uncontactable "back-office team" that consumers are completely barred from communicating with.
When I explained that this was a hard-fought refund of my own personal funds and that PayPal's hold was actively driving my primary bank account into a compounding $877.00 overdraft crisis at US Bank, the supervisor weaponized corporate arrogance. I was told flatly that a release was "not going to happen" and that "there is nothing you can do about it."
4. Active Enforcement Following 48-Hour Expiration
PayPal's untrustworthy back-office team operates under the false assumption that their internal policies own the law and that consumers are completely powerless. They are wrong. I formally served their executive compliance offices with a 48-hour Notice of Dispute, which officially expired with total corporate silence.
Because they chose to ignore my legal warning, I am taking maximum legal action. Active, official regulatory investigations are now open under:
Consumer Financial Protection Bureau (CFPB Case ID: **************) [CFPB]
California Department of Financial Protection and Innovation (DFPI Complaint No: CN*******)
Massachusetts Division of Banks (MDOB License Enforcement Division) [CFPB]
Furthermore, because their 48-hour pre-litigation window has failed, I am moving this case directly into Forced Consumer Arbitration via JAMS. I am demanding full actual, consequential, and statutory triple damages for willful conversion under M. G. L. C. 93A [CFPB]. PayPal's legal department will now be contractually forced to answer for this back-office misconduct and absorb thousands in arbitration invoices. Avoid this predatory company at all costs.

I, with a witness present, tested & purchased a Precor elliptical from Melissa Lock of Sioux Falls, SD. She advertised this unit as a "commercial unit". Upon testing the unit, there was an evident creak/groan; Melissa assured us this was simply due to a "loose bolt" and that she herself had had to tighten this bolt before. I accepted this explanation and she was paid online via PayPal.
Immediately upon getting the elliptical home, my husband tipped it up on its front and removed the plastic covering to try to address the "loose bolt". It was immediately clear there were 2 visible cracks in the main ramp/platform, each 4-5". My husband contacted a licensed Precor sales rep in Sioux Falls who noted the rust in the cracks (so they're old), they'd been recently greased (so she tried to cover the issue to get through a sale), and most importantly, he also noted the elliptical was misadvertised by Melissa: she advertised this unit as a $6,000 'commercial' use unit, when it is in fact a simple 'home' machine, per the licensed Precor sales rep.
I contacted Melissa and advised her of this information; I requested she provide $150-$200 to split the cost of a replacement part, which is $498. She responded by suggesting I am overweight so I broke the item (I am 165lbs. And the unit has a 300lb. Weight limit, per the elliptical's unit listing). We were leaving on our honeymoon the next day so I filed a claim both with PayPal and Wells Fargo the day after our return. The Wells Fargo agent asked for no information during filing of this claim; approx. 2-3 weeks later, I was notified via generic letter that the case was denied. Not once had anyone ever asked for any details or information from me.
I proceeded with the case with PayPal. The seller offered a refund if I ship the item back to a PO Box in Howard, SD (2 hours from here). I did look into this and it costs $2,200 to do so via UPS. Regardless, due to USPS weight limit restrictions, USPS will not accept or receive items weighing more than 70lbs. The elliptical itself weighs 197lbs. So this is literally impossible.
I called PayPal the week of 8/3 to inquire about my required action: to ship back the elliptical to a PO Box. I advised them of USPS 70lb. Shipping or receiving weight limit restrictions. The agent in this 1st call requested I simply upload proof of this weight limit from the USPS into the PayPal messaging/chat feature. I did so. I called back Monday 8/7 to confirm this was received; this 2nd agent confirmed this was received & uploaded. She also confirmed I should avoid 'responding' to the claim- as it requires a tracking number- and allow PayPal to provide me with an alternative response or next step: that the seller would have to provide a non-PO Box return item, and/or they would proceed with a refund. PayPal stated they would have this updated response to me within 48 hours.
After 72 hours had passed, I called them again, on 8/10. I explained the situation all over to the now 3rd agent, who then transferred me to a supervisor (so now on my 4th agent). He stated this action was "still with their back team" and requested I give them "a few more days".
I called back, again, on 8/13. I got to explain the situation for the 5th time, and was ultimately transferred to another supervisor (so now the 6th agent) who stated not only was this not ever sent to a "back team", but she confirmed my suspicion: as there was no update sent "back", had I not called in again and/or responded to the case via the directed action, then the case would've been closed against me on 8/15. She also noted she reviewed the previous calls' notes and did NOT see my complaint about weight limit listed anywhere (despite that being the sole reason I'd called in 4 times now in the span of 10 days). After her review of the previous calls' recordings, she apologized profusely and stated it was likely too late to reverse this process and noted the current disposition, with the inaccurate information, was showing the case was likely not going to close in my favor.
In this 4th call, this PayPal supervisor- Kayla- requested I contact my financial institution to file a claim. I advised her that I had already done this, and that they had denied the claim without so much as requesting collateral information. She stated Wells Fargo had NOT investigated this with them and they "have the ability to file a chargeback". Thus, the PayPal supervisor explicitly directed me to reach back out to Wells Fargo again, given this new information/change in the case, and advised I should request Wells Fargo REQUEST a refund from PayPal so they could issue one without going through this dispute process. She confirmed they WOULD issue this refund, given the accurate information I'd provided her. She sent this in an e-mail to me to confirm; see attached.
I was literally lied to by 5 various agents, who seemed to just tell me anything I wanted to hear to get me off the phone. The supervisor confirmed the phone calls do not match up with the notes in the file. I have wasted approximately 4 hours of my time, and I now have a broken piece of large equipment in my garage I get to haul to the dump AND I'm out $750. I tried to resolve this with the seller, starting as low as requesting a $150 refund, and have went through the appropriate channel with PayPal. The supervisor at PayPal herself is advising me to go through Wells Fargo.
I use large, national systems such as PayPal and Wells Fargo as I trust they protect people from fraud & scammers. That has turned out not to be true with PayPal and I will be immediately closing that account once I am done with this. I hope that is not the case with Wells Fargo, as I have been a trusted customer for 15-20 years. I have filed minimal claims/disputes with Wells Fargo but 100% of the previous ones I have filed were confirmed.
On 8/16, as predicted by myself & PayPal supervisor, PayPal closed/denied claim not in my favor stating I did not provide them the tracking # provided. This is in direct contrast to the 1st, 2nd, and 3rd phone calls where I was specifically & directly told to NOT to respond to the case as they would provide me with next steps.
I cannot express the disgusting feeling this has given me. That I was basically told something just to get off the phone and finally a logical employee admitted the many agents before me had typed in something 100% inconsistent in their notes vs. the recordings of the calls, apparently just so they could close their case.
Customer service outsourced and it shows.

PayPal has been trying to scam me requesting a payment I submitted! BE AWARE!
I have been using PayPal for years, and I have NEVER had problems with my account. On the contrary, I've always found it to be extremely handy.
But from October to now, I have been living in a CONSTANT NIGHTMARE. PayPal has been harassing me, threatening me, the employees I spoke to, said they would help resolve the situation and only made it worse. I have a serious health problem and it has now been aggravated because of the way I have been treated by PayPal!
I started my pay in 3 in August 2022 and I have been making all regular payments. I submitted the all 3 payments without issues.
However, after I submitted my last instalments on the 30/10, I received an email stating that my payment for September FAILED and my account was in arrears.
I went to my PayPal account and there was nothing to suggest that my payment had failed. Actually, it said that the payment was RECEIVED (the 24/09) even before my due date on the 30/10, as I personally made the payment.
Since the day - after having submitted the last payment on the 30/10, I then started to be harassed by PayPal. I have been receiving calls, during my working hours - they call me and tell me that I need to provide my details to verify my account; I have been threatened that if I don't process a "payment immediately, we will make it harder for me to get a future credit"; they have demanded that I submit a payment immediately, as I have not paid.
On the 25/11 I decided to call my bank and find out what was going on. I called my bank and explained to them what had happened. My bank looked through my account and stated the "money has DEFINEETLY been REVEIVED by PayPal. It has gone through, there is no record of them sending the money back". As I expected.
I then called PayPal, and on that day, I spoke to more than 5 employees regarding this issue.
They were transferring me to one person to the other, giving me false information:
1. One person told me that the money was not received;
2. Another person told me that the payment was not proceed because £0.01 was missing;
3. Another person told me that the money was refunded;
4. Another told me that I requested the money back because I did not receive the item;
5. Another told me that my bank opened a dispute and that it has been favourable to me.
6. I was also asked "how many more credits I am struggling to pay". When I asked the gentleman what he meant by that, he said that I sound like someone who does not fulfils their payment, on time.
I felt so embarrassed, ashamed and discriminated by what he said. I even cried later that day and till today, my eyes start to tear up when I remember what he said and how he said it.
As you can see, the employees cannot seem to agree or know what is going on. And when I asked them questions, I was called rude and the phone mysteriously "hangs off".
On the same day I spoke to a lady (person n6) who spent her time trying to explain to me what (supposing) is going on.
The lady told me that bank opened a dispute, on my behalf on the 12/10. I explained to the lady that I NEVER asked or even consented for my bank to open a dispute, as I have proof that I received the product and I am using it.
I also explained that I can send her proof that I received the item; nonetheless, why would my bank open a dispute and I proceed the last payment on the 30/10?!
IT DOES NOT MAKE SENSE!
At this point, I asked her if she could send me my information, as this is new to me and she refused claiming that emails have already been sent out.
The lady then suggested that I call my bank so we can be on a 3-way call "and she can provide them with detailed information".
I called the bank and again, they confirmed that THEY HAVE NO EVIDENCE OF A DISPUTE BEING OPENED, AT ALL!
The bank told me and the lady that the payments have been proceed and nothing has been refunded.
The bank even gave me the following details:
Payment Authorisation Code: *******
Payment Authorisation Ref number: **************
The lady then sent me an email claiming that that was/is the dispute they received from my bank.
I was shocked when I saw it! It is literally an email that, even I can write. It does not have my bank's detail/logo or even my name/address. It just has my PayPal account email and the amount that is being requested back.
What even shocked me more is that the amount in "dispute" is SUPERIOR to the original charge... by like £100.
I asked the lady how could they be so unprofessional and naive?
How can someone dispute a charge and request more money than what they actually paid? And PayPal closes the case in their favour?
AGAIN, IT MAKES NO SENSE!
I told the lady that I HAVE NOT RECEIVED the money and for that reason I cannot submit a new payment of £200. However, if they send me my money back, I will be happy to make a new payment. The lady alleged that the money has been sent and bank has it.
Once again, my bank confirmed that they have not made any dispute on my behalf and no money has been sent back.
Then the lady told me that, she would support in opening an internal investigation with PayPal where they would contact my bank and get to the bottom of this.
I received a message on the 29/11 that an investigation had been opened and it could take up to 15 days for them to get back to me.
I told him about what I have been experiencing and he did not seem to know ANYTHING!
I told him that an investigation was going on to resolve this issue, and he DID NOT FIND ANY DETAILS/RECORDS; he did not know anything about it.
Then he told me that he would put me through to the resolution team. I told him that I did not want to be put through, as they would contact me with feedback about the complaint.
The gentleman kept insisting that I speak to the resolution team, "as it is importantly that I resolve the issue". I told him that I did not want to be put through as I spent hours with them last week and I am now busy. The gentleman continued to insist. I told him I had to go and that I will expecting a positive response to my query.
Later that day, at 20:11h I received a message "final response" stating that my query has been closed has they reviewed my PayPal account and my complaint HAD NOT BEEN ACCEPTED.
I called PayPal on the following day and requested for the investigation documents and their review report. I waited for more than an hour and then the line got cut off. Until this date, I have NOT received their investigation report. I don't even know what they have investigated or how they investigated.
Last week, my health got so bad, due to this issue that I went so my medication could be reviewed. I almost got admitted due to the stress and Ill manner I have been treated. To make matter worse, the cost of living is going up and PayPal is demanding that I repay £200 after submitting the payment?
That's why I believe that PayPal is trying to scam me. Please, be careful!
All evidence is attached
Be aware, they will try to take as much money as they can
Pay in 3
I've been a PayPal user since 2006. I've never had to dispute directly through PayPal the way I had to until now. Buyer beware, paypal makes money off of the sellers. So, it is in their best interest to maintain a positive relationship with them and not you. I made a purchase at coach, which I have done many times before, and used my PayPal for payment as I have done before. I'll admit, I got lazy with using my PayPal when I saw the button there for purchased because it was easier than having to get my wallet and input my card etc. Well, I won't be using them anymore since they make buyers jump through hoops to prove their cases and despite all of the mounting evidence of emails, tracking, conversations, proof of purchase that you give, it is all considered consequential evidence to them. However, the seller on the other hand is treated as if they are right without evidence or proof. My dispute has to do with a purse I bought from coach along with 7 other items. There were 8 items total. 5 of the items, including the purse in question, were supposed to arrive in the same box. I was charged for them on PayPal and when the box arrived, the purse was missing. I waited for the second box with remaining items to see if it would arrive there, and it didn't. I did the right thing of contacting Coach to solve the issue first. Being that I have bought from them without issue multiple times, I didn't think trying to get the purse I paid for would be such an issue. Long story short, multiple emails, and phone calls, it was not getting resolved. My next step was to contact PayPal, the method of payment I used, and reported a missing item and disputed the charge of the one item, my bag. Mind you, my total bill was over $900 and I'm trying to get a bag I bought $195 minus taxes and shipping charges, but this proved to be an exhausting endeavor. Despite providing my tracking, telling them with dates included about when boxes were to arrive and what was in each along with which box was supposed to contain my missing purse, screenshots of my email confirmations, emails from following up with Coach, a copy of the transcript and link to where the phone message was left on my voicemail from coach saying they were going to take care of the missing purse…all of it was ignored in my first attempted dispute because coach only gave them the tracking number of the initial box that was supposed to have the bag but didn't as evidence and they were redeemed in PayPal's eyes. However, if a representative actually even looked at what I sent, they would have seen that the tracking number they provided was the one for the original package that I provided and said didn't have my bag in it. They didn't prove anything. So, I called PayPal back, frustrated that no one obviously looked at anything. The representative told me as much that no one looks at it and it was computer generated to close the case in favor of the seller because the seller inputted tracking which is all they asked for from the seller. Despite the fact I wasn't disputing not receiving a package at all. I told them I did, but it didn't have everything in it it was supposed to. Now, they open back up my dispute and said they will put it as not as described because it will force someone to have to look at the evidence and actually read the case. Well, Coach replies back with wanting me to send everything back I did receive and they will give me a refund for all of it. Feeling skeptical at how this has been treated so far I call PayPal in disbelief that I have to send everything back because they never sent me my purse and how can I trust them to give me a refund for everything when they haven't given me a refund for my purse I never got and that is all I was disputing. I was basically told that my evidence was circumstantial and not reliable evidence. I was flat out told by a PayPal representative that I could have photoshopped them. I was shocked. I asked why it had to be everything, and why they changed my dispute when it was about one item, the purse, and not the whole order? I was told this is because they cannot itemize the items I received, despite the fact I can see it itemized on my PayPal account when logged in under transaction history as well as when I created the initial dispute it allowed for me to choose one item with the price of just that item. I was also told they can weigh the boxes for what I send back to the seller so they will know if I sent everything back. I said great. So what about the weight of the box that they sent me? Can't we use that to prove the purse was missing? I was surprisingly told "no" because how would they know that? I was like from the UPS details provided. I then thought to myself, how will you know when I send everything back I sent everything back by weight if the UPS information isn't reliable? So basically, they were going to go by whatever the seller said to determine my guilt in this dispute. If the seller said anything was damaged or missing, I wouldn't have gotten the refund for those items either. It was completely up to their discretion and given them not caring about fixing their issue of never sending me my purse, I didn't trust their judgement. I lost before I even started. Seeing this, I kept the items I already received because to be out of $900+ With no product would be significantly worse than being out of the $235 approximately with taxes etc for the purse. I shouldn't have to be out of any money though. I should have gotten the purse I paid for or a refund if they weren't going to send it to me. I got screwed by both Coach and PayPal. I will never buy from coach again and will not be using PayPal as my payment method because disputing with them is a conflict of interest between PayPal and the sellers that pay them for their services. I could not believe PayPal's view of buyers. My long standing of integrity with the company didn't seem to matter either. I was the guilty party to them and I don't think there was anything I could have done to prove otherwise. Do not give them your service because they don't care about you.
