I initiated instant money transfer to my bank account on 11/8 of $558 but it never transferred to my bank nor fund isn't available in Paypal account as well. I called Paypal and they said that it will be resolved within 24-48 hours but today is 11/17 and my money is still missing same time I don't have any updates from Paypal yet. Reason people pays extra fees to use the instant transfer is because they urgently need fund available to them. It's been a 9 days since the transfer and I would not trust Paypal as a reliable financial institution.
I tried disputing a transaction after the item stated it was a cotton turtleneck in the title and it was made of polyester. I was told I had to return the $28.11 to China for $36.00. After doing research, the company was counterfeit and fraud. I filed a dispute with the Federal Trade Commission. Facebook took down their page and the business now is nowhere to be found. Paypal still refused to refund my money.
Paypal empowers scammers. I got scammed and never received the product. I reached out to dispute the charge with PayPal since I have a credit line with them. They denied the claim "after investigating". I never received a call on my end to clarify what happened. I never received the product. If this would have been my credit card, it wouldn't have happened. I tried adding my credit card to the system, but it never stays. I used to use them for my business. This is the last time.

Paypal is not standing beside you when an oversea company ships a fake item to you, not as advertised, and thus you are told to return the item with tracking #, (it costs a lot of money with tracking #). I purchased something which cost me $41 and then I was told to return it and pay $80 for posting.
I spoke with the Paypal Reps a couple of times and told them I really would need their help to give the oversea company a lesson, but Paypal sided the seller and didn't listen to me and my valid reasons to them were just useless.
I wouldn't recommend Paypal for any oversea purchases, as Paypal's logics are illogical.
I purchased a software through Paypal from a China-based vendor (named Wondershare or Wonbo Technologies)), that I found out shortly after was a fraud (based on the numerous complaints I have read in several customer review platforms). The vendor sent a different item that was 5 times the price of the item I ordered. The vendor did not respond to me emails so I raised a dispute in the PayPal Resolution web page. After describing my problem in detail, PayPal denied my case stating that I ordered an item that was similar to what was delivered so my complaint of "item received is not as described in my order" did not meet the criteria of "not as described" since the items are similar. I found out there is really no clear appeal process for their ruling since they closed my case as I wanted to protest. So I opened a new case of "purchases not authorized" and explained why their ruling was wrong. I explained in layman terms that my software order was like purchasing a hammer for $20 and the vendor delivered a toolbox full of different tools costing $100. I said all I wanted was a partial refund of $80. Again my new appeal case was denied because they said "there was no unauthorized purchase". Hell No - Paypal is wrong. Of course I never authorized the purchase of a toolbox full of different tools. It seemed to me Paypal never bothered to read my detailed explanation. I said to myself that if I used my long-time credit card I would have gotten the support against the shady vendor. PayPal is a huge disappointment and so I have closed my PayPal account.

I contacted paypal concerning an item I ordered and never received. They said UPS tracking says it was delivered, so they denied my claim. I work at home and the package was not delivered. So now I am just supposed to take the loss.
PayPal continues to dissapoint day after day. They intrusively monitor all aspects of your account and can / will ban you for certain searches in your browser history.

I have an eBay account with over 23,000 verified transactions, all positive feedback. I had ONE buyer dispute a transaction. I submitted my evidence, and paypal still withdrew $1430 from my bank account... I took the loss and moved on. Two weeks later, paypal banned my account and the ONLY reason I can speculate is that I had clicked on a few videos in my reccomended about the drawbacks of paypal.
Customer service REFUSED to address the ban or even tell me WHY and told me I would need an attorney to figure it out for me. I had a clean account for over FIVE years and nearly $400,000 in total sales through it.
ONE DISPUTE IN FIVE YEARS. THIS IS NOT A JOKE. All other platforms allow the industry average of 1% dispute rate (1 of every 100) transactions to be disputed before taking adverse action, but MOST just warn you and give you a break.
PayPal just lost around $18,500 a year in profit from my transactions. I hope they continue to lose profit. Please move away from PayPal. You've been warned. I highly doubt the legitimacy of 90% of these reviews. Just google their reviews...
I made a purchase of shoes using paypal. The shoes did not fit. The return policy at purchase stated within 30 days of receipt, original package and receipt. I followed policy and company said... we have low profit so please sell to a friend... LOL. I contacted paypal. I again jumped through all paypal's hoops. Paypal denied my claim stating "We have reviewed this transaction(s) and are denying your case(s). This decision was made because if an item is materially similar to the seller's description, we do not consider it to be significantly not as described." So basically not what I wanted, not anything I can use but too bad for me. This is why there are so many scams for online purchases. I will not be using paypal again.

There is NO Buyer's protection on PayPal.
Even when you receive a fake from unscrupulous seller you can't get the refund.

While on vacation in South Carolina, my wife and I purchased a prepaid PayPal card and added $470 to pay for our hotel room. Setup the card with all my wife's information. Try to use the card and they market it fraudulent leaving is with no way to pay for our hotel room. We have spent two days trying to release our funds sending social, address/ proof of address etc. absolute nightmare. PAYPAL HAS OFFICIALLY STOLEN OUR $$$$$$$$
There must be a lot of... hats that use PayPal because I never have such problems with them. PayPal has done right by me for the most part even more so with eBay as I have had a few sellers on eBay try to sell me off brand garbage as name brand & PayPal backed me up 100% to see to it that I got my refund even when eBay failed. I make as many of my purchases threw them as possible because they do their best to make a fair review on anything shady & help keep my money safe. I am not saying I have never had problems with them, just none of the problems that most are claiming to have here. I give them 4 stars because there has been times when they didn't come threw for me when I was not in the wrong but nothing is foolproof or 100%.
I suggest that anyone looking for a good online option for payments check them out for yourselves & make your own opinions about them.
Never auto pay for anything! Never save payment information on your browsers! Never setup renewal to any site, service, or content that you do not trust. I never use or allow auto pay to anything. Perhaps that is why I do not have the problems others here claim to have had with them.
Contacted their customers service and was directed to so many different places despite providing them with so many information. Only after more than 1 and half months when i threaten to sue did they resolve the matters which could have been settle if some of their customer service actually read the information that i have sent so many weeks ago! So disappointed and insulted by them.
It's unfortunate to say, but. Pay Pal is no longer credible for me as a Business owner. They do not offer Seller Protection in the event someone lies and reports an unauthorized transaction. Without properly notifying me, they debuted my money from my account. Mind you, they are the ones who confirm each time a payment is made via email. They should've been able to trace where the Transaction was made. Instead they favored the buyer; after seeing that... agreed to the Terms and Conditions in writing and via Pay Pal Invoice. Everything was in black and white. So where did my money go? Why would Pay Pal Not Protect my money? It's not ethical nor does it make me feel they have my best interest at heart. They shut down and refused to reply at one point to my emails. I am glad this happened, my eyes are wide open. I did the credible thing in providing a quality service. Both Pay Pal and the Buyer were wrong; they will reap what they sowed. This was Fraud, the buyer made the payment, and paid the balance. She only asked for the Deposit as a Chargeback. You do the Math. It is what it is. God sees and knows everything. I'm at peace and have learned, Pay Pal has no authority over Seller Protection when the buyers Bank makes the Final say! I'm verifying, they sent it in writing, we regret we cannot protect you from Chargebacks. Why do Business with Pay Pal if they can't cover me.
I accidentally somehow clicked a charge as unauthorized but immediately called PayPal to correct it and so PayPal limits my account freezes my payment (which I told them I did it and it was fine) and freezes the stores account and freezes their return of the payment to me and then now we are both stuck waiting! I feel horrible to this small business owner because that's insane they not only have my money for no reason they are damaging her lively hood! It's not that difficult to follow it was mistakenly marked as unauthorized but it's an APROVED payment and the store refunded it but PayPal froze that too, why? Stop going overboard with this crap it's gonna ruin what was once a good easy convenient way to pay, now it's getting ruined by overkill when there's many more cheaper, faster, easier, and just better options!
Would have given them no stars if possible, Indian call centre, all they do is send you generic answers and do not actually read what your concern is, 30 minute call the first time and told it was being sorted, told i would get an e-mail once it had been fixed by the technical team, 2nd phone call 40 minutes (on hold most of the time), eventually got through to a manager, what a joke he was, if hes a manger then i am Boris Johnson, absolutely fuming, PAYPAL get a grip and employe people who are trained to do the job
They Were Bothering Me On Outlook Saying That They Had Purchased Some Kind Of Merchandise Without My Consent During The Month Of September! It Was All Spam And Phishing! I Am About To Terminate My Outlook Account And I Will Back Up All Of My Pokemon Empathy Project As To Get PayPal To Stop Bothering Me! Then I Will Report These Few Phishing Attacks To Malwarebytes And Cybersight, Since PayPal Has Been Handling My Money Abusively! I'm Reporting The Phishing Attacks Within The Next 30 Minutes.
I did a transaction through PayPal. I misunderstood the instructions of the dispute resolution as to me it was unclear. I sent them an email asking for a specific reply and I kept getting the same response which did not answer my question. Only after numerous attempts and huge writing in my subject matter did I get the required response but it still was not helpful. I asked for a refund on part of my transaction for an order which to date I have not received after months of waiting but have not received it. PayPal may be a safe way of paying but not very good at follow up if you have trouble with scammers. Before you pay for items PayPal should have a warning that informs you of the country you are making the payment to or warn that they have had previous trouble with this site. I was not aware that it was a Chinese company I was dealing with.

I bought an item that was totally wrong, advertised as "handmade, hand quilted, made of brushed Kona cotton", picture was beautiful with wonderful quilting and vibrant colors and I was buying from a company from Texas. I received an item from Texas, not handmade, not hand quilted, not vibrant colors, not brushed cotton and it was just a picture printed on cheap polyester/nylon fabric. Hideous. I paid $99.90. Company first offered to refund $30, nope, still way too expensive for a cheap quilt that I wouldn't even use for my pets. Then said if I return the "quilt" to China at my expense they would refund the money. Cost to return? $70. Paypal agreed with this company, denied my claim and I'm sitting here with something I would feel cheated if I paid $10. Paypal is not the company it once was. Use your credit card as that company will have your back. Looking to see what a better option is than Paypal. 20 year customer and I'm done. I do not think anyone actually reads our messages to Paypal.

Answer: I'm thinking someone has to work there, if you send messages you will get a canned reply, I get the same response from 10 messages, basically "suck it up buttercup, you have just been played" but if you try to actually talk to a person good luck.
