Every time you are on chat with PayPal it takes over an hour for someone to connect to you. When you finally do connect with them they are the worst at helping you with your problems. I inevitably have to call back on a phone to get whatever problem resolved. They hold money for no rhyme or reason. Have had transactions with no delay in funds all the way to 21 days. If you send items by a truck they act like they can't go to a carriers website to confirm tracking. It is your fault that the item you sell doesn't get shipped through UPS, FedEx or the Post Office. All in all bad service.
Resolution center sucks. Customer Service is a joke. It's all about the Chinese merchant. Disputes Reaves for the seller and they won't listen to you when you finally get a real person. Bought Christmas presents. Company supposedly out of CO, then get the Chinese tracking and something totally different than ordered.
Now have to spend half of the refund amount in mailing items back. PayPal is a joke
I have had a PayPal account for almost 15 years. But I learned an expensive lesson. My brother and I both purchased, separately, tool sets from a seller. The seller had a website with very good descriptions of what we were buying. When I saw the "PAYPAL' logo, I made a bad assumption that PayPal wouldn't put their service on bad businesses. Instead of tools I was sent a pair of cheap sunglasses. My mistake was thinking PayPal is as good as a credit card from a "Bank". It is NOT. My brothers bank already had the company listed as a scam and replaced his money immediately.
I on the other hand went back and forth with PayPal. After over a month, they requested I return the cheap sunglasses to "China". They claim to provide return shipping information, however, they never supplied a "Zip Code" with the fictitious address. You need a zip code to even get an estimate, let alone actually shipping. Which I was told by the UPS store, would have cost me almost $200.00 to send back the Cheap Sunglasses. My refund was for 209.85. So it was useless to send back. PayPal denied my claim. They sided with the scammers. I closed my account with them. Fool me once shame on you, fool me twice shame on me! PayPal is as bad as the thief's themselves.
Do not use PayPal. They withheld my funds twice after creating a new account. Stick with online banks. Not pay processors.
Stupidly purchased tickets to a concert through viagogo thinking they were the official ticket sellers, which is how they advertised. Tickets were fradualnt and unable to get into concert.

I have used paypal for years, as once it was the single service that offered the most versatility and reach, synergizing with the most platforms.
My usage has dropped off in recent years though as competitors emerged who better worked with services I used, or who I found more convenient, or had innovated more.
The straw that has finally broken this camel's back is the interminable delays, holds, waits and the like, which are utterly are ridiculous. Yet again I've attempted to transfer my money and been told that it would be held for 72hrs while a "security review" was conducted - there's no rhyme or reason to these reviews that happen constantly, and it doesn't seem Paypal's customer service team has any training or information on why this keeps happening, or how to stop it. They offer nothing but buzz words while constantly trying to blame my bank. My bank confirms they have no say in it, these reviews don't happen on every transfer I attempt to make, and other wallet apps I use don't have this problem.
In this day and age these practices are absurd. If I can stick money in an evelope and have it arrive on the other side of the country faster then I am able to extract money from Paypal's clutches then the service simply isn't competitive.
If you value having real control of your money, and knowing you'll be able to access it in a timely manner, skip Paypal. There are better services out there these days that do as much as PayPal, without the glacial pace, lack of transparency, and terrible customer service.
PAYPAL has always been my online payment method of choice until recently I noticed they have no support for buyers. They rule in favor of sellers and could really care less if you are supported. On Nov 11 I purchased from an online company called Hyping. The purchase was for $111.70 for 3 items. After a month of no communication and no item I reached out to the company. I finally received a tracking number and received my delivery on 12/22. When I opened the package there were only 2 of the 3 items I purchased. Upon further investigation of the items 1 of the 2 items was supposed to be a mens XXL and at best it was a Childs large. There was no way it was usable. When I logged on to Paypal to dispute the charge I noticed the transaction was for $119.70 not $111.70 as I agreed to. So at this point I am out $83.80 and Paypal sent me a request for a "police report" to resolve this issue. I have spoken to 2 representatives from PayPal and they still ruled in the sellers favor because I could not provide a police report. This is the most insane I have ever seen and now I have to dispute this charge with my bank. Paypal doesn't care about any buyer only making $$$. Its a shame that things are this way. I DO NOT RECOMMEND PAYPAL TO ANYONE!
PayPal is one of my favorite credit card processor s for my business. If I have a question or concern I can call them right away and they will walk me threw it.

Paypal is protecting a fraudulent operation called Shark Shop. Many people have ordered from this company which is located in China. You do not get what you pay for and Paypal will not take any action against Shark Shop. Just read the review about Shark Shop and you will see that many people have been defrauded by this company. Paypal doesn't care and will not help dispute the issues with this company. Shame on Paypal.
The reason why I gave to stop because PayPal keep your account safe no one can access it unless fuel give a permission but that's not always helpful if you have a problem when the seller then we'll take the seller side if it's a big business whoever makes them the most amount cash they will back them up so if you are small business or customer they're not going to help you out there weren't even not listen to you.
Received an email from PayPal seeking contact from me to discuss unauthorized access. Since I had not used their service in a long time, I called the 800 number and encountered of the worst "agent"s imaginable, who were either too difficult to understand (accented English) or could not remember (or were too disinterested in!) details I provided within a matter of seconds earlier. I nevertheless wasted the time, expended the energy and suffered the aggravation to repeat details which each one mischaracterized in one way or another. When it became apparent that neither was able to function correctly, I asked for a supervisor. I was placed on hold and then disconnected. Forty eight minutes was wasted in this attempt to respond to PayPal's request. DO NOT USE THIS BUSINESS, or else be prepared to be impacted in a similarly negative way!
First I want to say the site I bought from I don't believe is fraudulent however there was a mistake made along the way in crediting back that was the wrong amount. Now it is complicated because the way they billed was multiple billings but the way they credited was lump sum. I could not get both companies to communicate to figure out the error which forced me to file a dispute. The menu for filing a dispute does not allow for this scenario where I didn't need to return the consumable item however still promised credit. I had to mark the box saying I returned it. It also does not allow you to file a dispute on multiple charges just one so what I was asking for did not align with a single charge. Nobody I spoke with in customer service could fathom this scenario. Anyway I muddled through the menus by marking the options as closely to the truth as I could just so the two companies would speak with each other. Seriously it shouldn't be this hard to get what was promised to you. I have email proof of everything yet getting someone to look at the proof is impossible. I still have not gotten resolution but hopeful.
Edit: I did get credit however it was about $5 short because it was billed in multiple billings so I had to file a dispute for the other $5. So silly I know but it's the principle of getting what was promised.

The last 2-3 times, after sending money, they keep holding them for weeks.
The current transaction is 'on hold' on the receiver's account for 10 days without informing me or him about what went wrong.
After several mails in communication with them, they tell me that this is normal. They will be keeping the money as long as they wish.
I wanted my money back, or released at receiver's side. They don't do anything about that.
This is stopping my business and I will migrate to other more useful platforns.
PayPal is shameful to buyers. Despite their claims, they offer NO buyer protection against fraudulent sellers. I found out from their customer service today that it is a "courtesy" they even allow a dispute resolution. What what other purpose do they serve if it is not to protect the parties involved in a transaction? Shameful. I will not get my item or my money. Disgusting
PayPal closed an account I had for almost 2 years. Being a verified seller on eBay this isn't exactly the best situation to be in. I wish PayPal would stop being this way over something as simple as adding a new bank account. This happens in real life.
Hello everyone. Before thinking of using PayPal to sell one of your items(even worse if it is a digital product, like art, you MUST know that they will HOLD your money even after you delivered product and confirmed it's delivery(some complain about holding their money for more than 21 days!). This can also help SCAMMERS(you delivered the product - being a virtual item, so you won't be able to make "proof of delivery". In the meantime, the buyer(scammer) will ask for a refund to paypal, you will LOSE your money and your SOLD product! I will never use this company again.

It has been a nightmare trying to transfer funds to my bank account.
I have been a member of PayPal since 2010. I have only needed to use the account for paying transactions for products purchased. 2 weeks ago I received $6200 from a vendor for services rendered which was verified and confirmed as being available in my account. On trying to transfer it to my bank it took 2 days to verify my account. Then I was told I couldn't transfer more than a $1000 per month! I was then told that I needed to open a wallet and or PP plus and provide a social security number for verification purposes which I did. On the 6th or 7th customer call number which only allows contact with representatives out of either India or the Philippines I am told that my account needs to be refreshed which can only be done through a request supposedly escalated via 'the system' which would take at least 48 hrs. After 72 hrs I tried again and could not. The 7th call was similar to the 6th call. I was informed I could not speak to anybody in the USA as PayPal had outsourced the customer service aspect and there was nobody above the supervisor who not get in direct contact with anybody else only via a 48 hr request. I asked for a confirmation email but they were not allowed to send confirmation emails. I did get their name & ID #. So now I have to wait at least another 48 hours which will be getting onto 3 weeks with PayPal retaining my $6200 which who knows when I will be able to retrieve it. If I cannot transfer it in 48 hrs I will instruct them to refund the funds back to the vendor which apparently will take another 7-10 days & make alternate arrangements for the funds.
As an eBay shop owner since 2008, and a Paypal user for many many years, most of my Paypal-ing as been positive. It's very easy to use and super convenient.
The problem comes in with people gaming the system and Paypal seeming to not care about this problem. My eBay store is NO RETURNS/REFUNDS. Well, people have figured out that if you accept Paypal as a payment, and you deny their refund request (usually it's buyer's remorse or some other fault of the buyers, which I have no time or patience for). They jump over eBay's head and tell Paypal they want a refund and AUTOMATICALLY get it once the tracking shows that they sent the item back. TERRIBLE system. Great for scammers.
I get why this would be great for honest shoppers but more and more I am running into scammers and con artists using Paypal to con people and not follow store rules.
Paypal really needs to do something about this. They give a very long time (6-9 months IIRC) for a buyer to request a refund! Why so long? The time should be shortened. This is ridiculous.

I bought an item that was totally wrong, advertised as "handmade, hand quilted, made of brushed Kona cotton", picture was beautiful with wonderful quilting and vibrant colors and I was buying from a company from Texas. I received an item from Texas, not handmade, not hand quilted, not vibrant colors, not brushed cotton and it was just a picture printed on cheap polyester/nylon fabric. Hideous. I paid $99.90. Company first offered to refund $30, nope, still way too expensive for a cheap quilt that I wouldn't even use for my pets. Then said if I return the "quilt" to China at my expense they would refund the money. Cost to return? $70. Paypal agreed with this company, denied my claim and I'm sitting here with something I would feel cheated if I paid $10. Paypal is not the company it once was. Use your credit card as that company will have your back. Looking to see what a better option is than Paypal. 20 year customer and I'm done. I do not think anyone actually reads our messages to Paypal.

Answer: USPS delievered it to the wrong address my pacakge was supposed to be delievered too 35710 Bay Morgan Ln, Fallbrook, CA 92028 when USPS delivered it to an address simillar to this one 12354 Alcatal Street (do not know the exact address since they did not email me, but you can call USPS and ask, and that is how I found out) Fallbrook, CA 92028, right city and zip code, far away address.
Answer: I'm thinking someone has to work there, if you send messages you will get a canned reply, I get the same response from 10 messages, basically "suck it up buttercup, you have just been played" but if you try to actually talk to a person good luck.

Answer: SOMETHING NEEDS TO BE DONE WITH THAT LOT, THEY CLAIM TO REFUND AMOUNTS PAID FOR ITEMS THAT DO NOT ARRIVE THATS "BS" I HAVE HAD 3 SUCH CLAIMS FROM 14 TRANSACTIONS AND HAVE NEVER GOT A REFUND DESPITE THEIR CLAIMS, THEY ARE CROOKS, FULL STOP, KEEP WELL CLEAR OF THEM.
