I was sold absolutely worthless headlights on ebay from a company called speed daddy in california. The headlights did not work right from day 1. Paypal protection did not do anything to bak up their "protection" claim. The only ones they protect are the inept sellers on ebay.
I logged into paypal and added my credit card information, I then removed my banking information because I was switching banks. After going through the steps paypal notified me that my banking info had been successfully removed. However after that paypal still tried to run the 5$ debit from facebook through that account rather then through my credit card which resulted in a 45$ NSF fee. I find it disturbing to know that paypal kept my banking information after I had removed it. Also paypals deception in this regard cost me the 45$ nsf fee and several wasted hours.
"Buyer protection" absolute twoddle!
After waiting over a month for PayPal to decide on whether or not I should receive a refund for a product that I never received, PayPal decided to go in favour of the seller, then closed the case, I had to contact my bank to reverse the payment!
They just play for time, until it's too late to do anything about it, then close the case!
SCUM and SCAMMERS! Do not give money back for a week, moronic workers can not answer anything! Just scammers who take money for everything and don't give you your money for weeks. I used Paypal to complete a transaction. The seller was shipping from the US. I did not realize this was a shell company and that the actual merchant was in China. There are numerous complaints about the product and the company on PayPal, Amazon and Ebay. I have filed a complaint with the FTC regarding the fraud. The product received is not the product advertised, it isn't even the product ON THE PACKAGING!
The company only responds by automation. PayPal told me that I had to return the product to China to get my money back. This is how the scam works. The product costs $25 but it costs at least $30 to send it back to China. PayPal told me to take pictures and get a tracking number.
I took pictures of everything but the post office said that they do not provide tracking for China. I had to use the customs number for tracking. I assumed this was adequate.
Today I was informed that I chose the wrong shipping service. I should have used DHL or UPS and not USPS and my claim would probably not be accepted.
IF PAYPAL WANTS A PARTICULAR SHIPPING METHOD FOR RETURNS, THEY NEED TO STATE THAT FROM THE START AND NOT AFTER THE FACT.
I bought something online on a website that was sanctioned and serviced by paypal figuring I'm covered by their so called "buyer protection", I couldn't have been so wrong. I didn't get my product, I put in a claim to paypal, paypal looked into it and said the company said the delivery was made. The only thing that was delivered was a very inexpensive souvenir fork and knife which I never ordered but now it occurred to me that was the scam. The company sold me one thing but delivered a twenty-five cent product to have a delivery trail to satisfy any complaints to paypal.
Bottom line is paypal doesn't vet the people they deal with and take the easy way out of a customer complaint. The only thing left for me to do is spread the word after closing my account and I strongly suggest that you all do the same and put these guys out of business.
I have had unknown transactions on this site! The first time I called and they gave me the steps I could take to get it cleared away! After doing everything they asked they did absolutely nothing to help me! Just recently they have dipped thier hands in my account again for unknown reasons using eBay! I haven't bought or sold anything so that makes no sense! I'm appalled by this site and thier customer service! A bunch of crooks in my opinion! I will not return Todo any further business transactions and can't wait to deactivate my account!
I made the mistake of ordering a steel pan drum off of Facebook in November for a Christmas present. The site appeared to be domestic company and they advertised receipt by Christmas. I ordered with PayPal so I felt assured that if it was fraud I could get a refund. Boy was I wrong about PayPal!
I opened up a dispute with PayPal in December when my attempts with the merchant rendered the same generic response over and over. The email claims the item was shipped and directs me to download an app to track the package that is fishing software. Unfortunately further research into the company and the app they direct you made it very clear I had been ripped off by a company ripping a lot of US consumers off.
First and foremost, the PayPal resolution center process is difficult to navigate and I am very computer savvy. They make it as difficult as possible to challenge a charge. Then they take 30-60 days to provide a resolution ruling.
After two months of no reply from PayPal, in spite of attempts for an update they ruled in the favor of the Seller without so much as an explanation. Mind you I still have not received the item four months later! At this point even if it was coming from China (which is deceptive and still reason for me to receive the protection PayPal promises but does not deliver) I should have received it.
I've opened the dispute with Amex who I have every confidence in. The point of this review is I always felt "safe" when ordering with PayPal. It advertises that they will give you consumer protection against fraud etc. They do not do any of that. They are purely a money intermediary that makes an actual dispute process take 3x as long, with 3x as much aggravation, provides no communication and literally does nothing to protect you.
I do not recommend this service if you think it gives you a layer of protection.
The supervisor Morrie told me to ask the buyer to take their payment back and to send me a check. Is that professional? My credit card has been on file for 4 yrs and all of a sudden it's not good enough? The government can send me a tax refund to my account but paypal can't? And customer service can't help anyone. Why are they paying people who can't do anything? Useless site, Useless customer service. Use any other site but this one.
I sell on Ebay and Ebay places a payment hold, Ebay hold clears and I try to spend or transfer the money and PayPal puts on another hold supposedly for 3 days and 4 days later still on hold. A week later still on hold. Call them about it and they are rude. Go with Square because Paypal is a really bad joke.

I have been working in finance for a long time and after being with paypal for almost 7 years they decided to close my account for violation of TOS because I run a consulting group for finance. Without no explanation, without any change of getting it back it was done. Stay away!
Let's get real and talk about a transaction that occurred with me recently. Through Ebay I sold an item. Ebay provided me with the buyer's address. I mailed out the package. After the tracking number said the package was delivered, the buyer contacts me and tells me I've sent his package to the wrong town. It turns out this used to be his address a couple of years ago. He changed his address years ago, yet Ebay displayed the "wrong address". How would I have known this was the buyer's previous address - and knowing that would have sent it there? It was a computer malfunction, Ebay won't admit to it and Paypal is trying to stick me with the bill. I won't have it - there's no reason I should pay for Ebay's error. Paypal colludes with Ebay, now claiming I owe them the $69.81 (by corresponding with the buyer, he sounds like a nice guy, and I'm glad he's been reimbursed). As it is today, Paypal cannot reach their hand into my account and remove that money; but if new legislation were to prevail: that could happen. Paypal engages in dishonest practices, and as I've said, collusion. Make no mistake about it. Beware, and I'd advise against providing Paypal with any of your information. In closing, if you like handling cyanide, you're going to love the way Paypal handles you.
This is a convenient way to pay. However the after hours and weekend customer support goes to the Philippines call center. Would be better to say you are closed than to deal with support from this call center

I have contacted Paypal about a fraudulent company. I bought steel shelves and they sent me small plastic rubbish. Paypal insisted I must return stuff back to them and submit proof and then only will Paypal refund me. Bought the shelves for $29. Cost to return $45. Value of plastic rubbish is $1. No logic. I have also contacted Paypal on numerous emails and submitted proof that company has also done this to numerous other people. Now Paypal refuses to refund me because I didn't submit proof of stuff that was returned. Paypal claims to protect us against fraudulent customers and failed to protect me. PAYPAL IS USELESS!

A month after I filed a complaint with the Better Business Bureau, PayPal contacted me and said they were issuing a refund. I'm glad they finally "showed up" and am happy to have a refund for the defective product I received but am still very unhappy and jaded by the experience. Five hours have been wasted on this transaction... that is unacceptable to say the least.
I ordered a curling iron that was advertised on facebook, paid for it using my PayPal account (supposedly has buyer protection). The item received, doesn't heat up, doesn't work. I tried emailing the seller with no response. I opened a case with Pay Pal, they say I have to mail the item back to the company at: XiamenNo. 41, Chaoxu Road, Xinlin, Jimei qu, China. I called Pay Pal, they said that is the way it has to be because the company won't contact them either. I stand the chance of being out even more money by shipping it back to them. Plus, the seller has to acknowlede that I sent it back... they probably won't do that either. Lastly, it will cost as much as my refund in return shipping! End group analysis, PayPal is impotent. A seller in another country can mail you a stick, say it's a curling iron and you have no protection what so ever.
Spent hours on the phone with them just to either get hung up on or told there was nothing they could do to help me. Can never speak to a human. I am still waiting for my promised money back. I bought an item that was totally wrong, advertised as "handmade, hand quilted, made of brushed Kona cotton", picture was beautiful with wonderful quilting and vibrant colors and I was buying from a company from Texas. I received an item from Texas, not handmade, not hand quilted, not vibrant colors, not brushed cotton and it was just a picture printed on cheap polyester/nylon fabric. Hideous. I paid $99.90. Company first offered to refund $30, nope, still way too expensive for a cheap quilt that I wouldn't even use for my pets. Then said if I return the "quilt" to China at my expense they would refund the money. Cost to return? $70. Paypal agreed with this company, denied my claim and I'm sitting here with something I would feel cheated if I paid $10. Paypal is not the company it once was. Use your credit card as that company will have your back. Looking to see what a better option is than Paypal. 20 year customer and I'm done. I do not think anyone actually reads our messages to Paypal.

Answer: I'm thinking someone has to work there, if you send messages you will get a canned reply, I get the same response from 10 messages, basically "suck it up buttercup, you have just been played" but if you try to actually talk to a person good luck.
