The seller admitted fault so Paypal said they would refund my money if I returned the package. I trusted Paypal and paid $35 to send a package back. I provided all the proof and paypal closed the claim. I have no way to reopen the claim or complain to Paypal about this. I am now out $135 and the seller has my package back. I am so disappointed.

I am a Paypal merchant customer with credit card privileges for my customer/clients to pay for their services. I have been an exceptional client to Paypal for over ten years. Over this year, I, like many others, have watch Paypal's level of customer service drop significantly to non-existence. On August 18,2020 Paypal allowed and put through a fraudulent chargeback for $588.91 which created a negative balance on my Paypal account. To be more emphatically clear, this was BLATANT FRAUD. This customer did use our service. The outlandishness of Paypal"s effort to do anything was even worse based on the following:
• On April 9,2020, the customer used our emergency notary services to complete a remote online notary closing service. The services were successfully provided and completed as well done via an audio-visual/video process which was recorded.
• The customer waited for an entire month after the closing was completed to state and then fraudulently claimed on May 8,2020, the service was never provided.
• May 10,2020, I provided Paypal's dispute and chargeback team with a copy of the recording for this private-confidential service being provided as well as a copy of the private-confidential notarized documents completed, and clients provided identification; furthermore, the disclosure on our invoices which clearly state there are NO REFUNDS, which a copy was provided to Paypal as well.
• Then Paypal, after being provided overwhelming proof of the service had been completed, then had the audacity after three months to allow this chargeback to occur. HOW IS THIS OKAY?
Yes, someone needs to tell me HOW IS THIS OKAY? Paypal has no phone support what-so-ever now; their chat service is not equipped to address matters of grave concern like this, and as well as no executive leadership either. Many consumers like myself would be unsuspecting that a company like Paypal could be allowing its merchant customers to be victimized in this manner. Outrageous, outlandish, and unbelievable.
Absolutley terrible customer service. No human to talk to. Resolution center is awful and never get responses from same online contact so end up telling same story over and over. Someone used/stole my paypal account to make a purchase that I did not authorize and I am being held accountable. No safety net with this company. They were very unreachable at crucial point in time. I cought this within an hour of purchase and tried to notify paypal immediately to stop payment and after 36 hours via several emails and finally a phone call I am told they "cannot cancel midtransaction"... unless it benefits paypal. Therefore from account data it looks like whoever stole my info likely has received the purchase item by now. Yet I have to pay for it
After over 2 weeks of trying to recover a fraudulent charge, still no resolution. Extremely difficult to speak to anyone and when you finally do, they blatantly lie to you,, transfer you to some un-answerable or disconnected number, extremely rude agents. Worst customer service ever. Their license to do business should be revoked.
Very worst service, I uploaded KYC to receive payments, till now my account is not able to receive payments from my customers. Please be away from it. I contact customer representatives many times but they can't identify the issue. Paypal customer service representatives are useless and can't identify the troubles
TO APPEAL! I have done everything they asked and they still ignore me! Blocked all the money i had from the sale of personal belongings, now i'm left with no money and no stuff around the house!
I don't really know Paypal that well, I used to be registered, but I closed that a year ago, after years of my account being dormant. What happened with me (recently) was-I suddenly received an email notice from Paypal, which is ignored the first time I saw it because I thought it was just some junk email.
I just sold an item on ebay, as I haven't sold anything for years, and the payment wasn't shown in my bank account. I checked my email account again, and saw the Paypal email again; I clicked on it, and saw that they're *holding on to the payment*...
I contacted them about it, mainly because that payment *includes the shipping money*! They gave some nonsense reasoning about secuirty and protection. The only way to release the money, is to deliver the sold item. Nooooo, that's not shady...
What's worse is, ebay is now in bed with Paypal, which means that ebay might be screwing around.

While editing this review with an update the day after I submitted, is strange, I've just learned that Paypal held on to money from an item the buyer received nearly two weeks ago. I decided to contact the buyer yesterdat, after checking my Paypal wallet, and that listing suddenly reappeared upon contacting the buyer.
Yeah, a little suspicious...
(Update): A recent action of Paypal is taking money from my bank account, claiming it to be a fee for this "Global Shipping Program". This fee was not included in the ebay listing or the invoice. The seller said he didn't use such a company (or whatever it is). The listing in my bank account is separate from the item payment, and only says Paypal. Contacting ebay, they said it's Paypal's doing, while contacting Paypal, they point at ebay.
Ive been trying to send my own money from paypal back to my new debit card, after giving multiple id's to the xoom service to have my transfers be denied when one already went through. To paypal customer support not even having an active phone for me to call when im trying to transfer a decent sum of money. I send a message on the website and wait... and wait... and wait some more. Maybe try calling a different number. Nope. Looks like i cant get my money and pay rent due to whats suppose to be a business not even having the capability to help its own customers who put thousands of dollars into there work.
Called customer service and was informed that my dispute could not be handled over the phone right now
PAYPAL LOCKED MY ACCOUNT KEPT 1,000 DOLLARS THEY SAID THEY WOULD RELEASE AFTET 180 days and now just gone
Vendor sent me a trash item (not what I ordered) but clearly the smallest cheapest item they could send. When contacted by PayPal for "dispute resolution" the vendor required I ship the item back (no offer to ship what I ordered) to get a refund. IT'S A WELL KNOWN ISSUE THAT SHIPPING TO CHINA IS VERY EXPENSIVE and that the less reputable vendors count on that (I didn't know the vendor was in China). PayPal knows that but did not stand behind me. I would have to spend as much or more than the refund to return the item and all the vendor had to do was refuse delivery of the return. PayPal made no effort to actually resolve this- don't depend on their resolving any payment/dispute you might have.
I have been trying for more than a year to resolve an issue with my account. Customer service is very un responsive. Only routine issues can be addressed. For all other issues you are left out in the cold.
Useless way of online purchasing. They do not help you in case of dispute and much worser than that they keep your money when you get a refund! Their communication policy is below zero.
This company is a sham they offer buyer protection but in reality they make their money from the customer and will 99% of the time side with the seller. This may be why ebay stopped using them as a primary source. DO NOT TRUST THIS COMPANY I HAVE PRESENTLY BEGAN A COURT CASE AGAINST THEM
I give them a 0. I BOUGHT AN ITEM TWO MONTHS AGO, they intermediate fraudulent transactions with lots of sponsored company that have ads on Facebook and instagram, they offer you beautiful products and paypal works with them. It is a network PAYPAL/THE COMPANY SELLER/THE COURIER SERVICE. THEY SEND A MESSAGE THAT MY MESSAGE IS CLOSED. I have not received any product. I DIDN'T RECEIVE MY MONEY BACK. I DON'T RECOMMEND TO *******@paypal. THE SELLER IS A SCAM? THE COURIER IS A SCAM/PAYPAL KNOWS VERY WELL THIS FACT BECAUSE SERIES OF COMPLAINTS SO THEY ARE PART OF THIS FRAUDULENT TRANSACTIONS.

If I could give them 0 stars I would. I recently bought an item waired over 3 months for it and never received it. I asked paypal for a dispute as I could not contact the sellers. I was asked to wait another month, still nothing. So I asked for my money back and I got nothing but scripted prompts of follow these directions and we might help. Then when I had to ask for someone who could help me get my money back they took two days to reply just to say nothing we can do. Bad customer service, bad money back policies, helps scammers.
Somebody from Florida (I live in Michigan) logged into my account and spent $600. PayPal emailed me hours later saying an unrecognized user logged into my account and I should change my password. I reviewed my account and saw this person spent $600 of my money. After submitting a dispute, I spent an hour trying to get ahold of customer service with the end result being to just send them an email. They replied to me the next day saying there was no unauthorized use and "if I'm unhappy with my purchase I should take it up with the store."
Absolutely TERRIBLE customer service, your money is NOT safe, and you need to delete your account ASAP.
Used pay pal to buy some air pods from China merchants which did not work was told by pay pal to send it back than send the the tracking number which I had to pay for. The tracking stopped some where in China usps apparently can't Tract item in China ( so why pay pal recommend this too me)
Prior to this the merchant offered to refund me 6 dollars for the 70 dollars I paid.
Pay pay closed my case and now I'm out the total cost of the non working product and the shipping cost. You get absolutely no protection so might as well not used pay pal and not buy expensive products from China. Neither can be trusted.
I told pay pal that I was ver dissatisfied with this service and they basically like o well call you credit card company? Which makes no since 2 months later plus I used my debit card my bank can't help me this company already got my money.

I bought a $40 item which was nothing like what was promised. Paypal was worthless in resolution of my dispute. I was supposed to get a lifelike singing baby shark and I got an 8" hard plastic toy worth about $1. Paypal will only give me a refund if I send the crap back to China - which would cost much more than the refund. I won't use paypal again.

I bought an item that was totally wrong, advertised as "handmade, hand quilted, made of brushed Kona cotton", picture was beautiful with wonderful quilting and vibrant colors and I was buying from a company from Texas. I received an item from Texas, not handmade, not hand quilted, not vibrant colors, not brushed cotton and it was just a picture printed on cheap polyester/nylon fabric. Hideous. I paid $99.90. Company first offered to refund $30, nope, still way too expensive for a cheap quilt that I wouldn't even use for my pets. Then said if I return the "quilt" to China at my expense they would refund the money. Cost to return? $70. Paypal agreed with this company, denied my claim and I'm sitting here with something I would feel cheated if I paid $10. Paypal is not the company it once was. Use your credit card as that company will have your back. Looking to see what a better option is than Paypal. 20 year customer and I'm done. I do not think anyone actually reads our messages to Paypal.

Answer: USPS delievered it to the wrong address my pacakge was supposed to be delievered too 35710 Bay Morgan Ln, Fallbrook, CA 92028 when USPS delivered it to an address simillar to this one 12354 Alcatal Street (do not know the exact address since they did not email me, but you can call USPS and ask, and that is how I found out) Fallbrook, CA 92028, right city and zip code, far away address.
Answer: I'm thinking someone has to work there, if you send messages you will get a canned reply, I get the same response from 10 messages, basically "suck it up buttercup, you have just been played" but if you try to actually talk to a person good luck.

Answer: SOMETHING NEEDS TO BE DONE WITH THAT LOT, THEY CLAIM TO REFUND AMOUNTS PAID FOR ITEMS THAT DO NOT ARRIVE THATS "BS" I HAVE HAD 3 SUCH CLAIMS FROM 14 TRANSACTIONS AND HAVE NEVER GOT A REFUND DESPITE THEIR CLAIMS, THEY ARE CROOKS, FULL STOP, KEEP WELL CLEAR OF THEM.
