I had a PayPal MasterCard for years and years! Since COVID-19 struck I have not been able to make any purchases and even before then I did not make a lot because I have been rebuilding my credit (from 10 yrs ago) and I am happy to say my credit status as of today is excellent standing, which it has been for sometime but I just wanted to stress that for purposes of this review.
Regardless of my excellent credit worthiness as shown on my consumer credit report, and regardless of my excellent standing I have always had for years with PayPal Mastercard, I was finally able to use and NEEDED to use and rely on my Paypal Mastercard, And when I went to use it it was declined for the amount of $1300. To my shock I called Paypal to inquire what was going on.
When I called Paypal to inquire, I was told by a supervisor, after requesting one, that PayPal can close anybody's account whenever they want to, in essence. I was told because I had not used my card in a year they lowered my limit from $10,000 to $1500. I was stranded because of this, but the supervisor only helped me complete a cancellation of my PayPal MasterCard, which was done very easily with her help and encouragement.
When I asked the supervisor to direct me to the line in the contract that states if you don't use your card in a year or more they will cancel it or drastically reduce your limit without you knowing, she told me it's nowhere in the contract other than the clause that says they have the discretion to do what they want with your credit card at any time.
Bye-bye PayPal good riddance!

Paypal allows vendors like China to sell buyers cheap immitations--SCAMS--and then refuse to provide refunds. These chinese vendors will insist that you send back the items they fraudulently sold you at your own expense, which usually amounts to 2-3 times the amount you originally paid in shipping costs alone. PayPal is a broken system. They allow THIEVES to get away stealing from American buyers.

If there is any discrepancies they lock you out of your account and you can not reuse the account. Customer service is the worst I have ever used the last 20 years very poor actually no help at all... They not recommended just use your credit card its cheaper and not fees for scams they pull with the charges...
They won't let you speak to them, they lock you down and keep your money the reason you don't know because they don't tell you why, they just suspend your account and never let you explain your self.
By far the worse money plateforme to deal with.

Not sure PayPal are worth giving any stars. Waste of time and money useless and unprofessional advisors who said to me to just leave a negative review as they were unable to help me with my issue. An excellent employee who tells customers to leave a negative review instead of helping you out.
I made the biggest mistake of buying something off Coach Outlet. I paid with PayPal because of the buyer protection. After I spent $78.39 (tax included) at the Coach Outlet, I waited weeks for the package to come, finally I open it and the product was described wrong. Coach had no prepaid return labels, no Coach outlets in NYC, and on their website, they said the shipping is the customer's responsibility. I should NOT be responsible to return something that's not as described so I filed a dispute on PayPal to get $8 refunded to me from Coach so I could return the socks. They closed in my favor, I used $6.41 out of the $8.00 to return the socks. Coach gets the socks.
BUT! They only refunded me $70.39 on PayPal. Where's the $6.41 I spent that was supposedly covered by them for THEIR mistake? Again, I had to contact Paypal and again, each response was from a different agent who barely read my previous dispute, barely looked at the previous evidence or even bothered checking the transaction ID showing that I spent $6.41 to return items to Coach. Instead, I was offered a measly $8 "return shipping voucher credit" that lasts only 6 months because the agent said that Coach *did* refund me full. His response: "Coach refunded you $8 and then $70.39". DUDE, I spent the $8 to return the WRONG items to them. Like WHAT? I wasted so much time waiting for these items just for them to be wrong, I had to go through the hassle of talking to PayPal, then having PayPal letting Coach keep the money and giving me back a partial refund over something that wasn't even MY fault. Such a headache and since it was only out $6.41, I basically ignored the resolution and gave up. How sad that consumers have to give up their money because a situation becomes so complicated and ridiculous? PayPal wasn't helpful at all.
Like another reviewer said, Paypal is a horrible forced payment option especially on eBay. In most cases, you are never even SURE that you could keep the money you made because buyers have literally half a year to file a chargeback or a claim against you for any reason they want even after many months have passed; even if they left you positive feedback with no issue at all.
This break between eBay and Paypal hasn't changed anything! The only that has changed is Paypal's web interface which is much easier to use and much better on the eyes. If you have a problem with a chargeback or a claim though Paypal, eBay would just tell you tough luck. Yet this payment processing option is FORCED onto you to receive money and takes a chunk of your money for every payment received.
I would never trust Paypal with any of my money. I honestly wish there was a better alternate that eBay would use, but they are too busy racking high fees from their sellers. I pay hundreds of dollars of these fees to Paypal every month as a seller (excluding the eBay ones) and neither of these two companies actually helped me as a seller in any way. If you have a big sum of money left on your Paypal, transfer it immediately and don't leave it lingering.
If eBay wasn't forcing sellers to use Paypal, this payment option would never exist. For freelance work outside of my online shop, I take cash, checks or ChaseQuickpay. No fees, no scamming, no chargebacks, no disputes. Done.
Lastly, as a customer, there is no way to hide your address from strangers when purchasing an item. Whether or not it's a tangible good or a mistake on the receiver's side, there needs to be a fixed solution for this. I don't enjoy knowing some stranger in Puerto Rico knows my address when I pay the invoice to receive my digital photos from an activity during my trip.

I have a new phone number an changed my password tried to get back into my account an get customer service to help I had to repeat my information 5 times they put me on hold for two hours then told me they weren't able to add my phone number an gave me no reason why these people suck!
I am new to ebay/paypal and have a number of auto parts from a shop I closed years ago. My parts were Porsche and BMW parts and I thought I would try ebay and sell a couple of items. My parts sold quickly and I soon had over 1000 dollars in the pay pal account. I tried for 3 weeks to get the money transferred to my bank/credit card, but paypal would not transfer the money. I spent 3 hours this afternoon chasing paypal chats and other do nothing BS and I finally was able to speak to a person. He could not figure out why I could not withdraw my money, so after 45 minutes and 3 different people trying to help me, I was told to apply for a paypal debit card and that card would have my funds on it when I received it. So that is what I did. In 8 to 10 days they claim I will receive the card. We will see. I have many other items to sell but Paypal WILL NOT be a form of payment. DO NOT USE THIS COMPANY.
Don't buy the prepaid card. Rip off. I'm never doing business with them again. Card doesn t work like you think it will. Get a green dot card. Works alot better. No issues
I have been victim of vova limited and paypal.
I've been costumer since 2014 never had situation as as have my PayPal closed claim keep blame me for the transaction is authorised. And I've said is been authorised automatically as since it happened I've tried to enter my account. I couldn't. Then I've contacted PayPal. They send me a link to reset my password. I have been battle with vova and they refunded the money but PayPal open case decision center, vova could not refund te money I've escalating this issue sinc6 2 months head with dispute. I'm trying to send email to PayPal but Tey kept send me go to decision centre and there the case is closed. So I have end up paying the bill and I'm forced to do so otherwise I will face charges. So vova playing in there side and paypal play in his side. And costumers get the blame. I'm really disappointed as PayPal is not credit card merchant. Is con credit cards. And I don't wish to any other costumers to have a same experience Im going through.
Please *******@SwangGeely on twitter if you have been ripped off by Paypal. I am putting together a class action suit and need more people with documented cases to come forward.

I never had an issue with paypal until I got ripped off by an online vendor on 11/02/2020. I purchase often from online auction sites and I have since I first set up a paypal account in 2003. This was the first time I ever had to attempt to get my money back from a seller. They put me through hell. The seller provided them a shipping number belonging to an aerospace company and paypal determined that was proof I received my item. They closed out my case. Paypal does not give you any way to refute their decision on their website, so I then had to call and fight with their automated phone system for 1.5 hours until I got an actual person. The person showed zero interest in the situation and is only there to re-open the online case. This is all part of their "process". They then sent me a message saying that I had to obtain paperwork from Fedex to prove that the package was not intended for me. I sent them the documentation. They told me that they will have to verify this with FedEx. I asked why they didn't do that in the first place instead of wasting my time. They gave a BS explanation about how they accepted the tracking number from the seller because the tracking info showed that a package was delivered in the town I live in (no address is shown when you look up the Fedex tracking number online, it only shows the town it was sent from and the town it was delivered to). I replied that the seller is from Vietnam and the package was shipped from Columbus Ohio. I asked why the "town matches your address" logic wasn't applied to the seller's address, but I did not receive a response that acknowledged the question. I am still waiting for the hundreds of dollars that was stolen from me to be returned... It has been 12 days since I first disputed the charge. This company is disgusting and they should be exiled off the face of the Earth. Anyone who has a lot of money tied up with them or uses them for business purposes should think long and hard about what they actually are and the power that they have over your money. They are not a bank. They are a for-profit, publicly traded corporation. They can hold your money indefinitely for no reason at all whatsoever. It's 2020 and If you are a business owner who is still using paypal to collect money, STOP immediately. Switch to Stripe. It may not be as widely used, but they are a company who is trying to become #1 in the payment processing game - which means that they are competing - which means they should provide a better service. Paypal is already on top so they don't give a crap about you or your money.
Please take your complaint to the Better Business Bureau (BBB) ASAP. It is, as far as I know, the best way to make a difference in battling this corrupt, immoral company. The BBB takes into account the number of complaints and the number of unsolved complaints in their rating. You can also email John Rainy, the Chief Financial Officer of PayPal, who frankly doesn't give a crap about you, at jrainey(at)paypal.com. I have been ripped off to the tune of thousands of dollars, and PayPal refuses to reimburse me. They have changed their excuse for not reimbursing me several times, and they have lied to me and I have proof of it which they cannot dispute. Worst of all, my significant other is battling Stage IV cancer, and this money would go to her treatment. The only thing these awful people know how to respond to is their bottom line, and the best way to impact that is by opening a claim with the BBB. I urge you to do so.
I've never heard about a bank or any other payment or financial institution that can not protect you from scamming.
I was offered to do marketing for those Chinese people and after I finished the job and they liked what I did, they payed me throw paypal.
After 2 weeks the Chinese asked paypal to refund them what they paid me, I refused however paypal froze my money and sent it back to those Chinese.

I have been a customer of Paypal since 2004 and had used Paypal both as a seller and buyer. I used to be satisfied with their service.
However, over the past 5 years, Paypal's service has gone down hill. Their customer service is non-existant. They must hire junkies who read at the 1st grade level because Paypal customer service reps are the worst!
I had placed a dispute on my credit card but the merchant ended up coming through and delivering the product. So I called my credit card company, Chase, to cancel the dispute because that's the right thing to do. I thought that would be the end of it, but no. I was about to enter the depths of Hell with Paypal because it was the platform I had used to pay the merchant.
Paypal dragged their feet, refused to close the dispute. Every time I called Paypal the rep would tell me something different. "It'll take up to 45 days for us to resolve the dispute." The second time I called, the rep said it would take 75 days. The third time I called, and spoke with a supervisor, he told me 90 days. That's just one example of different reps telling you different things.
Finally, they closed the dispute, however, they resolution was that the merchant had NEVER sent me my product. Instead of closing the dispute as I had requested, they falsely claimed that the merchant was at fault, so they could charge the merchant $20! That is insanely unethical! I as the customer reached out to cancel the dispute b/c the merchant had delivered the product. Paypal should NOT have charged the merchant $20!
And when I called to complain, the customer service rep, another imbecile, told me that Paypal would eventually refund the merchant. How does that make any sense? I asked for him to show me proof or send me something in writing. Lo and behold, he failed to do it and lost his cool, and started shouting at me. Unprofessional, immature, and incompetent.
Paypal is dishonest, unethical, and going down hill. I am taking my business over to Stripe and Apple pay. I feel like I age every time I use Paypal. Not worth it at all!
I ordered a package from Shein.com and never received the package. I even have proof that I didn't receive the package and PayPal denied my case resulting in my $52.49 just gone. Shein was able to provide a tracking number but with the wrong apartment number. I am disappointed and will be filing a claim with my bank to get my money back. Ridiculous.
PayPal is very convenient and is being widely used by sellers which is a huge convenience, however, I have found that in a dispute they will side with the seller. I don't know if the customer service representatives don't speak English or if they are told to side with the seller but they don't read or understand the disputes. If I could find a different payment app I would use it. I bought an item that promised a 100% refund guarantee. When I tried to return the item they refused. When I requested help from PayPal they sided with the seller even though I sent proof of the guarantee.
THEY WILL TREAT YOU LIKE CRAP, HOLD YOUR MONEY (WHICH THEY'VE ALREADY HAD A CLASS ACTION LAW SUIT AND I WAS A PARTY TO IT AND DID RECIVE A PAYMENT FROM IT). AND THEY WILL NOT EVEN RESPOND TO PROBLEMS. YOU CAN'T EVEN CALL THEM OR EMAIL THEM.
My customer paid through PayPal and they won't release it until after 21 days. No customer service to talk to. I am pissed!

I bought an item that was totally wrong, advertised as "handmade, hand quilted, made of brushed Kona cotton", picture was beautiful with wonderful quilting and vibrant colors and I was buying from a company from Texas. I received an item from Texas, not handmade, not hand quilted, not vibrant colors, not brushed cotton and it was just a picture printed on cheap polyester/nylon fabric. Hideous. I paid $99.90. Company first offered to refund $30, nope, still way too expensive for a cheap quilt that I wouldn't even use for my pets. Then said if I return the "quilt" to China at my expense they would refund the money. Cost to return? $70. Paypal agreed with this company, denied my claim and I'm sitting here with something I would feel cheated if I paid $10. Paypal is not the company it once was. Use your credit card as that company will have your back. Looking to see what a better option is than Paypal. 20 year customer and I'm done. I do not think anyone actually reads our messages to Paypal.
