I am offended at the degree of intrusion into privacy just to access the IRS for a payment plan. If someone wants to impersonate me to pay my taxes- LET THEM. User name and password is all that was necessary. That this is a civilian vendor is another affront. The extremely long 'privacy notice' and 'terms of use' is ridiculous. The disclosure of my information to vague "third party partners" is definitely concerning to me. Big Brother and 1984 is definitely here!
