I had to enter the shipping info 3 times because I was looking at the cart, trying to figure out the free shipping vs. paid shipping. I was wildly irritated when I couldn't locate free shipping mysteries. I finally found some information and books. I managed to 'talk' to your system and sorta get it together. I think you should rethink the algorithm that 'runs' that section to make it more user-friendly.
