I use Payoneer to pay programmers in Serbia. It works like a charm there and the fees are appropriate. I tried to pay one in India today and it didn't really work. They have been improving UX a lot lately. Online support was weak, but getting someone on the phone worked well.
My experience with Payoneer is normally very satisfying but I've had an ongoing issue for some weeks now that still isn't resolved and I now feel like I'm being pushed around. In the meantime, my card is blocked and it's quite an inconvenience.
Payoneer outsources stolen card issues to ubiquity and they are horrible and inadequate when it comes to card fraud/theft. Paypal is a better option.
My call lasted about 5 minutes and my problem was resolved in those 5 minutes which was excellent.The lady I spoke to had no problem understanding and dealing with my request

I've been using payoneer for years. I barely use their customer service. But everytime I contact them, they will resolve our issue fast. Very helpfull. Thank you!
Don't open a Chinese bank account because you have to have a Chinese ID card in order to get your payment approved by Payoneer. I tried to handle this so many times and it took over a month, but they basically told me that I had to use my bank account from where ever your ID is from. So if you use a British passport as your ID, then you must use a British bank account, or if you use a Swedish drivers license as your ID, then you must use a Swedish bank account, and so on.
Overall Payoneer is convenient. Customer service is friendly and professional. I just wish they didn't have such a strict policy towards opening bank accounts.

After speaking with the rep and told that I was all set for a pending payment to get credited to my euro balance within 24 hours, I received an email asking for additional information and documents. I called with a question about why my balance from an expired card had not transferred to the new one. The rep apologized, made the changes necessary and very thoroughly informed me about the process, wait time for it to take effect, etc. She was delightful from start to finish!
