I live in Jamaica and do a lot through Paypal. Payoneer has made it very easy for me to withdraw and access my funds from PayPal.

I called Payoneer headquarters in New York, and after pressing some numbers on the phone I managed to talk directlt with a lady who was very helpful and taught me patiently how to proceed
