Wrong cover. It was for a main breaker panel. I wanted a cover for a main lug panel. I chopped it up and made it work.

The price of the ballast I ordered, including shipping charges was very competitive and reasonable. I was having trouble getting this ballast locally so I searched online. Companies I've heard of before like Grainger and Graybar didn't have the ballast in stock so out of sheer desperation, I settled for Gordon Electric Supply, a company I've never heard of. I'm pleased to report everything worked out fine and I received my order. I must admit it took longer to arrive than I expected, 10 days, but now that I know this, I'll order ahead of time. As a matter of fact I placed another order as soon as I received my initial order.
