You should have a min seconds views before counting it as a view. Youtube is now deducting 20%-30% of views provided by you.
Perhaps you could look into how you count views? Follow youtubes' standard of how a view is counted as a real view. Youtube has deducted up to 30% of views generated by you.

Got quite a few views and Likes on my video and the process was for the most part professional. However, I was frequently called by your team trying to upsell me which I didn't like. Also, at some point in the campaign, I started getting fake Bot comments on my video. I have no idea where that came from but it made me very concerned that something that your company was doing had caused this. I can't say for sure that's true, but it made me unlikely to use your service again.
I find it quite odd that 2 of my videos, gaining 1000 views each, did not get one single comment. Plenty of likes which is great! But not even 1 single comment out of 2 videos promoted… fishy
