KENYANS WARNED ON RISING MOTOR VEHICLE FRAUD IN JAPAN
January 21, 2021

The ACEF Republic of Kenya
News I& nformation

| HOME | Archives |

[16th February 2021]
WARNING ON MOTOR VEHICLE FRAUDSTER JAPAN PARTNER INC

The ACEF has recently been inundated by requests from many Kenyans seeking assistance to recover monies allegedly paid to Japan partner Inc, an unscrupulous Japanese Company for the purchase of second hand Motor vehicles. In trying to assist the unfortunate victims, the Mission has uncovered the following:
While Japanese car dealers generally used to be known as trust worthy and reliable this may no longer be true. Unfortunately, the used car export business in Japan has been invaded by some fraudsters.
The global economic difficulties and cut- throat competition in the industry have translated into low profitability and an increase in illegal exports. These include the sale of stolen vehicles, illegally rebuilt units or even re-modeled vehicles. The tendency thrives on the known reputation for excellent quality and reasonable prices associated with Japanese used motor vehicles.
Kenya is clearly amongst the targeted and lucrative markets for unscrupulous internet- based motor vehicle fraudsters. This may be informed by the size of the Market, the 8-year Rule, and the demand by citizens for cheaper cars. Dishonest individuals have exploited the internet marketing & advertising model to lure un-suspecting customers from Kenya including senior government officials.
Unfortunately, most victims have in the past suffered silently and this lack of publicity has served the fraudsters very well. They are assured of another opportunity to defraud one victim after another without the fear of detection.
In trying to track down the bogus used cars exporters, the Mission has found some interesting trends. Firstly, these heartless vendors become unresponsive immediately they sense danger and will not respond to email enquiries.
Since the transactions are mostly transacted via on-line via internet, the vehicles displayed on their websites are merely Motor vehicle pictures taken from some legitimate yards or the many vehicle auctions. They then use computer graphics to display their banners over the Fake yards or the cars themselves.
According to available records, hundreds of Kenyan might have fallen into this trap annually and something must be done urgently to stop the trend.
Our engagements with Japan Used Motor Vehicle Exporters Association (JUMVEA) have proved inadequate to tackle this problem, it is almost impossible to recoup monies the perpetrators due to the legal technicalities here.
The Police and related agencies have been categorical that the Japanese law classifies the offence of defrauding a client in a business deal as a civil offence. This means that the Metropolitan Police has no powers of arrest or prosecution for such offences. Such litigation is left to hired professional lawyers which makes it difficult and too expensive for Kenyans to get back there money once paid to Japan partner Ltd.
In view of the above, it's anybody's guess how many Kenyans can afford to travel to Japan and to hire a lawyer to pursue USD 10,000. Even if the lawyer is hired, what are the chances that the offenders can be found when the only address available on the websites ends up being a public car park, a garden or an empty space?

Way Forward

In view of the above this mission recommends the following:
Potential vehicle importers should be extremely cautious before ordering a Motor vehicle from Japan partner Inc.
All importers should be weary of super bargains or unusually cheap vehicles offered by the company- for the sweeter the deal the stronger the pain.
It does not help whether this company is registered with JUMVEA. Members of the Japan Used Motor Vehicle Exporters Association (JUMVEA) maybe legally registered & licenced Used Car Dealers, vetted for legality and credibility, but japan partner Inc. is has not shown commitment to the Associations values.

Bate and switch
January 24, 2020

I agreed to purchase the 1995 estima. You then offerd one at twce the price. You still have not removed the 1995. Toyota estima after telling me its be parted out in 2014. Why have you not removed this vehicle from the website? This is typical bate and switch tactics. Very disturbing

January 25, 2020

Like everybody else, i was hesitant to wire transfer my money to Japan Partner after reading a Bad Reviews but i did it anyway. I ended up buying 2 Cars from them and i met them in person in June of 2018. Bitary (The President) Voitek, Sergei and the rest of the Crew were very NICE people. They picked me up at the train station, took me to their Office and Voitek took me to the USS Nagoya Auction for a day with Bitary's personal vehicle. Their Hospitality were AWESOME... Sergei and I (together with my family) became good friends... They sent the Car to Hawaii with NO PROBLEMS. Car came in GREAT shape. They sent me the Original Documents in a timely manner and Sergei went above and beyond(no hesitation)to provide more Documents that Maui DMV Required... Japan Partner even sourced out a Parts (for me)that's not available in the US... I HIGHLY Recommend Japan Partner for their SERVICE to my Friends and Family and I would DO BUSINESS with them again in the Future...

Stay away from this people
January 7, 2020

Our family has being going through very had times because of this people. Our son is in jail for theft charges after the car he imported into Canada from this company was found to have being stolen. We are desperately trying to prof that our son was not the one responsible, but the Canadian authorities insists the law states whoever is in procession of a stolen item is responsible until proven otherwise. Please if there is anyone out there who may have any info that could at list prove that this people are capable of this, we will be very appreciative. It was always our son's dream to own a Nissan skyline, but he never wished for a stolen one. The truth will eventually come out, no matter how long the seller keeps denying that he was not responsible for selling the stolen car.

Changing the color of a hyena's fur doesn't transform it into a sheep. Japan partner Inc are con-men, no matter how many blogs and other fake sites they keep featuring on the internet. Any person who wires money to them, and disregards warnings from people whom have being scammed by this company are either morons, or don't care about the quality of a car they are buying. Send money to this Russian mafias in Japan, and chances are, they will ship you a worthless car or not ship at all. This people are master scammers. Choice is yours!

I went to their site in Japan. They picked me up at the train station. We stayed in town 2 days and looked at everything. Picked out a car and had it shipped to Long Beach. The only "sweat" was waiting almost 3 months to get the car. They had some repairs but still too long. They need to work on that long wait time. They gave me all the paperwork to get the car titled in the US. No issues with that. So not sure why we read bad stuff. Did these people NOT get their cars? Nobody ever writes about that. If that is what happened then that is a big deal. I dont like reading the bad stuff. Concerns me. But I indeed got the car I wanted and they did ok for me.

This company is owned by a bunch of non Japanese b*b**ns. Long history of dishonesty and complete lack of integrity. Sending money to them is equivalent to sending your loved ones to Aokigahara forest. Your money is going there to die!

Low customer rating issue
June 10, 2018

Mr Martin P. Forgive me for imposing to your quest regarding the " low customer ratings" for japan partner inc and fred's comment about the warning on fraud website that points to it's scamming history. If you are really digging for the truth, why would you be writing to japan partner inc anyways. To me it sounds exactly like you are asking a thieve to confess to stealing! Let me guess, Japan partner inc either maintained radio silence to your quest or denied everything written on the " site" which brings me to the same question Q is your method of digging for the truth really making sense,? Am not an expert in Law but common sense would prevail that if the content in the site has being planted by competition or an unhappy customer like the people in question claims, then Japan partner would have taken action through the justice system! This site seems to already being up for several years now. I suppose you also have the possibility to contact the admin to the site and dig more on the claims sources? My advice to you Mr Martin, where there is smoke there is fire! I would keep off this company. This kind of skylines are illegal to import anyway. Your chances of loosing money are very high if you asked me!

Recently imported a 1992 RX7 FD
October 18, 2017

Recently imported a 1992 RX7 FD and they made the shipping process really simple. I was able to register my car within a day with their help and information that they provided ahead of time. I've been driving it for almost 2 months now and I haven't found any problems so far. I actually went to their site in Nagoya, Japan to meet with them and see the car. The car was in great shape and sounds/runs amazing. They are really professional with what they do and how they treat their customers. I would love to purchase more cars from them in the future as well as recommend them if you're looking to buy a car from them.

Quality cars!
October 16, 2017

It's obvious that this company has been bombed by bad fake reviews from competitors. These fake reviews look so stupid. Japan Partner exports cars for years. I've been a little kid when I first visited their website. They sell thousands of cars each year as I browse their website and social network pages. I've read real reviews on their Facebook page and there are real people writing they received very good cars. Just don't believe everything you read from anonymous bots.

Nissan skyline r34 fraud sale in japan
October 11, 2017

For those of you whom are looking to export Nissan skylines from Japan to the USA that are older than 25 years, do not be deceived that you will find this kind of cars from Japan partner inc, or that they will help you get one from Japan auctions. These fraudulent dealers deceive buyers that they have skylines in storage awaiting them to age to 25 years and that no other dealer has them. This is total bull*t, this may seem too good to be true but this is scam! Do not fall a victim to this liars. You will simply be sending your money into a black hole and not purchasing from a real exporter. Do not trust the pictures they put on their site or trust that they will represent you in an auction. For all you know it could be a car that doesn't exist or may belong to another exporter and they are just using the photos to generate and dupe you into sales agreements. A common thing this crooks do is getting you to send them money and then tell you someone else bought the skyline before you did and they'll look to find you another car so you can't get your money back. There are many well established exporters in Japan who have invested a lot of time and money to do things the right way, Japan partner is not one of them. I was not careful enough when I searched for a car in Japan and sent this crooks my money, I fell short and I ended up in bad situations!

Very experienced Japanese used cars exporter
April 25, 2017

I have been dealing with Japan Partner to purchase two Mercedes-Benz to be shipped to Poland. Both cars were as described. There were some scratches on one of them, but for old cars its normal. What was more important, the engine was running smoothly, no oil leaks, no rust. Exceptional cars. I recommend to purchase Mercedes-Benz from Japan. There are left hand drive cars in Japan.

Japan Partner Inc FRAUD!
November 8, 2016

Japan-partner LTD has a predatory business practice that takes advantage of innocent buyers lack of bargaining power. Take for instance their user agreement which, seldom read by buyers, gives them the right to do whatever they wish once a buyer has transferred money to them for a Moto vehicle. This gives them the right to disregard agreements they made with buyers in regards to quality and time flame for delivery.
I fell victim to fraud when I paid japan partner for a Moto vehicle that did not measure up to their promises. I suffered a loss of 20,000 USD from the companies biased business practice. You can follow my experience at www.japanpartnereview.com

I had the most horrid experince with this company. This company is a scam and I would not recommend it even to my worst enemy. The company has a user agreement that allows them to scam people with no consequenses. If you value your money and your sanity, dont buy with them, they will take your money and simply frustrate you untill you give up chasing what you were buying from them. YOU HAVE BEEN WARNED!
