Money was taken but no work was delivered

I approached globalhacks.in 12 days ago for my work and they guarantee that it will be done otherwise they will refund me the money. Now 12 days have passed and there is no message from their side. Ever since i paid them they started to ignore me and i'm asking for refund constantly and they are saying that no refund now. They are not doing the work and not refunding me my money so if anyone can please help me then please do.
