Depends on the pair. Pairs with USD in them may move more in NY session, and pairs with EUR may be more volatile in frankfurt...
But, there's no thing as 'best', you just choose for yourself :)

Well, it's as clear as day that the USA session time is the best one for trading. I'm not sure what about others but personally I definitely like trading on financial markets during the USA session because trading volumes are reaching unprecedented levels and it doesn't compare with other sessions like Asian, European and so on.
