Yes, you can, but I honestly wouldn't, this site is a bit too sketchy for my liking. If you can, I'd just use PayPal if you want to go with them...

Yes, but don't expect quick delivery times. Took almost two months for my order. The dress I ordered was ordered two sizes bigger according to advice, and it fits nicely. The clip on earrings I ordered are not true clip ons, they are more like pierced earrings so I can't use them. Their customer service is pretty responsive, though, so that's a good thing.
