Not true. Go thru the sign-up process until you get to the page where ask you for your credit card number (no PayPal here). Do NOT enter your CC number. Just close your browser, wait a couple of minutes, re-open your browser and go to the QuiBids site. You should be shown as being signed in. No fuss, no muss.
Mind you, you won't be able to bid on anything, but you'll be able to browse the site as a member and not a restricted troll.
