I would say no based on our experience. The gown we ordered came in with rips and torns and it took awhile before refund came. There are many dress websites. I suggest you check their reviews first. I will not recommend Promgirl dresses.

It depends on the brand of the dress, but I would say you get what you pay for. My dress was $149 and it's good/okay quality! I would do research on how the brand holds up before you buy a dress you like though
