Hard to tell. On my bill the charge was listed as being from "JoyForNiceDesigns" but the contact number on my Visa bill just went to PayPal. JoyForNice Designs" has a website with a contact button but requires you have a invoice number, and in my paperwork I only had the PayPal transaction number, so it was rejected. This makes me want to only buy from Amazon, which is a shame because I'd like to be able to trust smaller online companies too...

It was an online ad that appeared to offer nice women's clothes at a good price. I buy online all the time (especially now), and NEVER have had a situation like this happen. Most businesses know it pays to be fair--you'll end up making a profit--no need to be unethical.
