I see in the beginning of the book it is stated that whey protein shakes will be used a lot, but then when I read the "what you are supposed to be eating part" the shakes are not mentioned. Am I supposed to use protein shakes instead of actual food?

You can eat Protein same as Milk as a Snack, especially before Lunch it is more effective and helps in losing weight.

I used protein added to my home made shakes of coconut milk and almond milk but I only had these occasionally. There is no need to add a protein supplement to this diet if you do not want to... I lost 23 Kg in four months and am on a much healthier and happier path now. I am a much healthier eater and get regular exercise. Life changing...

I never had protein shakes either and lost 18lbs... However if you use a protein shakes use them as meal replacement and make sure they have very low carbs and no sugat

I didn't use any whey protein as part of the diet and still lost 14 lbs in 21 days.

I always used real food. If you have a tendency to overeat or are on the run always the protein shakes could help you supplement real food. Hope that helps.
